TEC Certification
Issue Date: 02-06-2025
Introduction to the TEC Criteria for Certification Under MTCTE
The Telecommunication Engineering Centre (TEC), under the Department of Telecommunications, has issued a notification dated 02 June 2025 regarding the criteria for certification of telecom equipment having specialized test requirements under MTCTE.
This notification defines the conditions under which certain high-power telecom equipment can obtain a provisional certificate under MTCTE.
The clarification is important for manufacturers as well as importers who are dealing with advanced telecom infrastructure equipment.
Key Changes You Should Know
Products Covered
- Router
- LAN Switch
- DWDM Equipment
- Satellite Communication Equipment
- Infiniband Switch
Eligibility Criteria
The equipment must:
- Operate on single or three-phase supply with current requirement ≥ 32A, OR
- Operate on 48V DC with current requirement ≥ 100A
Testing & Documentation Requirements
EMI/EMC and Safety Parameters:
- Test reports must be from ILAC-accredited labs (excluding border-sharing nations).
Technical Parameters:
- ILAC-accredited lab test reports OR
- Self-Declaration of Conformity (SDOC) from OEM.
If SDOC is submitted:
- Those parameters will be treated as exempted.
- A provisional certificate valid for 2 years will be issued.
Additional Requirements:
- ILAC reports must not be older than 2 years from the MTCTE portal submission date.
- Voltage, current, and power specifications must be clearly mentioned in the Bill of Materials (BoM).
For products where ITSAR is not yet notified:
- The provisional certificate must later be converted into an integrated MTCTE certificate once ITSAR becomes applicable.
What is the Date of Implementation?
- Notification issued on: 02 June 2025
- Applicable immediately from the date of issuance
Now, What to Do?
If you are manufacturing or importing any of the listed telecom equipment, there are several things that must be considered by businesses:
- Verify whether your product meets the ≥32A or ≥100A criteria.
- Check the validity of ILAC test reports (must be within 2 years).
- Decide whether to submit ILAC test reports or SDOC for technical parameters.
- Ensure that the BoM clearly reflects electrical specifications.
- Prepare for ITSAR-based conversion when notified.
Proper documentation alignment is all the more important, especially since SDOC-based provisional certificates are valid only for two years.
