What is BIS CRS Registration?
The BIS Compulsory Registration Scheme (CRS) is a safety assurance certification for the notified IT and electronic products before selling in the Indian market. It was established in 2012, within the Bureau of Indian Standards, in order to regulate the safety of Information Technology (IT) and electronic products. The CRS is a mandatory scheme under the BIS to ensure that specific notified categories of IT & electronic products meet the safety criteria before being sold in the Indian market.
Note:
A BIS CRS Registration is also commonly known as BIS registration, CRS Registration, CRS license, CRS (BIS) certificate, and BIS CRS certificate.
Who Needs a BIS CRS Registration?
All manufacturers (Indian and foreign) who are producing the notified IT products to sell in India are required to obtain a BIS CRS registration before selling their products in the Indian market. Indian Manufacturers to Sell in India
BIS CRS Registration is a mandatory requirement for Indian manufacturers who are producing notified electronic and IT products before selling in the Indian market. For ensuring legal compliance, BIS CRS Registration for Indian manufacturers is an essential requirement in India.
Foreign Manufacturers for Export to India
Foreign Manufacturers who want to export notified IT & electronic products to India should get the BIS CRS Registration first. It is mandatory to obtain the BIS CRS registration before exporting the products to the Indian market. Guidelines for Importers and Traders
Importers and traders cannot apply directly for BIS CRS Registration, as the BIS license is granted only to the actual manufacturer of the product (whether Indian or foreign manufacturer). However, importers must ensure that the foreign manufacturer whose products they are importing has a valid BIS Registration for export to India. A copy of the BIS CRS license can be obtained from manufacturers to ensure legal compliance for the Indian market. Process for BIS CRS Registration
Follow the given steps to complete your BIS CRS registration process:
Preparation of the Documents
The applicant should prepare the documents as per the prescribed checklist.
Product Testing
The product sample of the lead model will be tested in BIS-accredited laboratories, as per relevant standards.
Submission of the Application
The applicant needs to submit the application along with the test report and fees to the BIS authorities to initiate the registration process.
Grant of BIS CRS Registration
After verifying the details, credibility, and test report, the BIS CRS Registration will be granted to the applicant.
Other Important Guidelines for BIS CRS Registration
1. Validity and Renewal
The validity of the BIS CRS Registration is five years, and it can be renewed afterwards for another 5 years. To renew it, you will be required to submit certain documents. The renewal process does not require the testing of samples.
Note: the fee payment (for the initial grant of the license and for renewing the same) will be paid annually. Failure to comply with the same can lead to consequences such as license suspension or cancellation as per BIS provisions 2018.
When will the BIS license expire?
Failure to submit the renewal application and fee from the licensee within 90 days before the completion of the 5-year validity period will result in the expiration of the BIS license.
2. BIS CRS Registration Guidelines
BIS CRS Registration Guidelines for Series Models
These guidelines are issued by the BIS in order to assist manufacturers in creating a range of products for compliance with the "Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012."
- Within a single BIS Registration Application, it is possible to process up to 10 similar models (series models) of a single brand, as long as all the models adhere to the series guidelines.
- However, cells & batteries and certain LED lights are an exception, as they can include more than 10 series models in a single BIS Registration Application.

3. Format of BIS CRS Registration Certificate

4. BIS CRS Registration Guidelines for Marking Label
The Marking Label on each product should be permanently affixed, resistant to removal, resistant to scratching, and should not be easily washed off by regular cleaning efforts. It is recommended to either emboss or print the marking label directly on the product. Another effective option is to use a securely attached metal plate with the marking label.
As per the BIS CRS guidelines, the Product Marking Label must include the following details:
- Product Name (Category)
- Model Number
- Brand Name
- Power Rating (Input / Output)
- Manufacturer's Name
- Country of Origin (e.g., Made In India, Made In China, etc.)

Additional information on the marking label is optional and can be included as per the specific requirements of the product.

5. Fixing of the BIS CRS Logo on the Product
The Bureau of Indian Standards has mandated that the BIS Logo be affixed to every registered product and its packaging after obtaining the BIS Registration Number for that specific product. The logo should be durable and resistant to washing. The recommended method is to either stamp or print the logo on the product or its packaging. The logo must be clearly visible, and attaching it to the marking label or in proximity is considered the preferred option.
Note:
No product can be legally sold, exported, or imported into India without having both the BIS logo and BIS number affixed.
The BIS Logo should contain the following details:
- IS Standard Number
- Icon (BIS)
- Registration Number
- URL of BIS Website (www.bis.org.in)

6. Criteria of Business License Provided by the Manufacturer
To obtain the BIS CRS Registration, the applicant, usually a manufacturer, is required to provide their Business License, which must meet the following criteria:
- The Business License should be issued by a Government Authority.
- The Business Scope mentioned in the license must include the terms "Manufacturing" or "Production."
- If the license is issued in a language other than English, an exact English translation in the same format is required, along with a copy of the original license.
- Both copies (English and Original) should be sealed and signed by the applicant.
Note:
Business License lacking the business scope of "manufacturing" or "production" will not be accepted.
In cases where the Business Scope is not specified in the Business License, an ISO Certificate or any other Government Certificate (such as Tax Registration) can be provided. This supporting certificate should also be presented with an English-translated version.
7. Policy for Sample Return after Testing
- The samples submitted for testing cannot be retrieved for 90 days from the date of the test report generated. It means it has a 90-day locking period.
- For retrieving the same, the applicant has to request the testing lab or the respective consultant for the sample return within 1 month after the 90-day locking period.
- Beyond one month after the 90-day locking period, the laboratory reserves the authority to dispose of the sample in line with its policies, and the applicant (manufacturer) will have no right to make claims once the sample is discarded.
Note:
The product (sample for testing) might experience partial or complete deterioration during the testing process. The laboratory or respective consultant will not entertain any claims raised by the applicant in relation to such spoilage.

What will happen if you are selling products without BIS CRS Registration?
BIS CRS Registration is a mandatory requirement for notified electronic and IT products in India, which is governed under the Bureau of Indian Standards Act, 2016, which empowers the Central Government to notify products (Section 16), prohibits sale or import of uncertified goods (Section 17), and authorizes BIS in order to grant, suspend, or cancel Certificates of Conformity (Section 13).
