What is the BIS Scheme X Certification?
The BIS Scheme X Certification is a safety and quality assurance certification for the notified low-voltage switchgear and control gear product categories before selling in the Indian market. The BIS Scheme X is a mandatory scheme under the BIS for all manufacturers (Indian and foreign) of low-voltage switchgear and control gear product categories. This certification ensures that the products meet the safety and quality standards that have been set by the BIS.
Note:
BIS Scheme X certification is also commonly known as BIS Scheme X license, scheme X registration, and BIS Scheme X.
Who Needs a BIS Scheme X Certification?
All manufacturers (Indian and foreign) who are producing the notified low-voltage switchgear and control gear product categories to sell in India are required to obtain a BIS Scheme X Certification before selling their product categories in the Indian market. Please refer to the applicable product checklist to confirm the applicability for the BIS Scheme X license.
Indian Manufacturers to Sell in India
BIS Scheme X Certification is a mandatory requirement for Indian manufacturers who are producing notified low-voltage switchgear and control gear product categories before selling in the Indian market. For ensuring legal compliance, BIS certification under Scheme X for Indian manufacturers is an essential requirement in India.
Foreign Manufacturers for Export to India
Foreign manufacturers who want to export notified low-voltage switchgear and controlgear products to India should get the BIS Scheme X Certification first. It is mandatory to obtain the BIS Scheme X certification before exporting the products to the Indian market. However, they have to appoint an Authorized Indian Representative (AIR) to proceed with the application. You should talk our team of experts or your consultant for the same.
Guidelines for Importers and Traders
Importers and traders cannot apply directly for BIS Scheme X Certification, as the BIS license is granted only to the actual manufacturer of the product (whether an Indian or foreign manufacturer). However, importers must ensure that the foreign manufacturer whose products they are importing has a valid BIS Scheme X license for export to India. A copy of the BIS Scheme X license can be obtained from manufacturers to ensure legal compliance for the Indian market. How to Get BIS Scheme X Certification?
Required Documents for BIS Scheme X License
Here are the documents required for acquiring a Scheme X Certificate:
- Legal address proofs of the factories
- Product specification & user manual
- Details of raw material, machinery, testing equipment, and manufacturing process
- Product Test reports from BIS-accredited laboratories
- Details of in-house quality assurance measures, including inspection plans, testing facilities, and personnel details, along with equipment calibration status and certificates.
- Appointment of AIR (Authorized Indian Representative) in case you are a foreign manufacturer

Process for BIS Scheme X Certification
Preparation of the Documents
The applicant should prepare the documents as per the prescribed checklist.
Submission of the Application
The applicant needs to submit the application along with the test report (by a BIS-approved lab) to the BIS authorities to initiate the certification process.
Factory Inspections by BIS Officials
The BIS officials will visit the factory to conduct factory inspections to review the manufacturing processes and quality assurance as per BIS Standards.
Grant of BIS Scheme X Certification
After verifying the details, credibility, and the test report, the BIS Scheme X certification will be granted to the applicant.
Other Important Guidelines for BIS Scheme X Certification
1. Validity and Renewal
The validity of a BIS Scheme X Certification is 3-6 years, and it can be renewed afterwards. To renew it, you will be required to submit certain documents and pay the required fees, 2 months before the license expires. No factory audit will be required for the renewal process.
2. Guidelines for Marking Label of BIS Scheme X Certification
Here are the guidelines for marking labels:
- Standard mark on the product: Each product or its packaging, or both, must bear the Standard Mark as specified in Annexure I.
- License number: The Standard Mark must prominently display the license number and any other relevant reference to specified requirements, as outlined in the license.
- Standard mark on the certificate of test: In case the Standard Mark is not printable on the actual product or on the packaging, it should be marked on the certificate of test.
- Label product details: Product details, such as variety, lot or batch number, manufacturing date, brand name, trademark, and complete manufacturer address, must be labelled on the product or its packaging, or both, via an attached label.
Note:
A short-term certification may also be issued for specific single shipment / single lot production, which is known as the certification of conformity. This certificate cannot be renewed once validated for the specific shipment or lot.
What will happen if you are selling products without BIS Scheme X Certification?
BIS Scheme-X Certification is a mandatory certification for notified machinery, electrical equipment, as well as industrial products in India. It empowers the Government to mandate certification (Section 16), prohibits the manufacture, import, stocking, distribution, or sale of uncertified goods (Section 17), and enables BIS to conduct inspections, search, seizure, and regulatory enforcement (Sections 27–28).

If you are exporting the BIS-notified products in the Indian market without a BIS Scheme X certification, there might be various risks, such as:
- No custom clearance

- Fines up to ₹2,00,000 for first offences and up to ₹5,00,000

- Prohibition on sale
