TEC Certification
Issue Date: 10-04-2026
Introduction to the TEC Revised Standards Notification
The Telecommunication Engineering Centre (TEC), under the Department of Telecommunications (DoT), mainly prescribes technical standards as well as certification requirements for telecom equipment in India under the Mandatory Testing and Certification of Telecom Equipment (MTCTE) framework.
In order to ensure that telecom products continue to meet evolving security, interoperability, and various performance requirements, TEC periodically revises applicable standards, which in fact become the basis for testing and certification of telecom equipment before it can be sold in India.
Through a notification dated 10 April 2026, the Ministry of Communications has now notified revised standards for certain telecom equipment categories that have been covered under the MTCTE framework.
Key Changes You Should Know
The notification introduces revised standards for the following telecom equipment categories:
| Sl. No. | Equipment Category | Revised Standard |
| 1 | SIM | TEC 40162602 - Standard for Essential Requirements |
| 2 | IP Security Equipment | TEC 34732602 - Standard for Essential Requirements |
Key points:
- TEC has officially notified the revised Essential Requirement (ER) standards for both product categories.
- These revised standards have now become a part of the MTCTE compliance framework.
- Manufacturers, importers, as well as OEMs, will need to align future testing and certification activities with the revised standards.
- The existing standards will continue to remain valid, but it is only for a limited transition period.
What is the Date of Implementation?
The revised standards for the specified goods are effective from the date of publication of this notification in the Official Gazette.
Note: the transition period to the revised standards is 90 days from the date of publication.
During the 90-day transition period:
- Existing standards and revised standards will remain valid simultaneously.
- After completion of the 90-day period, only the revised standards will be applicable for certification and compliance purposes.
Benefits of this Order for the Industry
This revision provides several advantages for telecom equipment manufacturers and suppliers. Here are some of the many benefits of the same:
- Ensures products comply with the latest technical and security requirements.
- Supports improved cybersecurity and reliability of the network.
- Encourages alignment with updated telecom technologies and industry practices.
- Helps manufacturers plan testing and certification activities in advance.
- Reduces future compliance uncertainties through updated technical requirements.
Overall, the revision strengthens India's telecom compliance ecosystem while allowing industry participants appropriate time to transition.
Now, What to Do?
Manufacturers, importers, as well as telecom equipment suppliers who are dealing with SIM and IP Security Equipment should begin reviewing the revised standards immediately.
Here is what they are advised to do:
- Identify products that have been affected by the revised standards.
- Review technical specifications against the new Essential Requirements.
- Coordinate with accredited testing laboratories for updated testing requirements.
- Complete the transition before the expiry of the 90-day concurrent validity period.
