Introduction to the OTR Order 2024

The Ministry of Heavy Industry has issued the Omnibus Technical Regulation Order, 2024, in order to improve safety standards for machinery as well as electrical equipment used in India. This regulation has been introduced in the public interest in order to ensure that machines, as well as electrical equipment, are safer to use and aligned with international safety practices. The order basically applies to machines and electrical equipment, including their assemblies, sub-assemblies, and components, that are listed in the First Schedule of the notification. The First Schedule clearly mentions products that are covered under this order, along with their HS codes.
Examples of products covered mainly include pumps for handling liquids, compressors, cranes, as well as various rotary electrical machines.

Now, through this new regulation issued on 28th August 2024, the Government has laid down a common safety framework that manufacturers as well as importers must follow before placing such products in the Indian market.

Conformity to standards

Products covered under this regulation must comply with:

  1. IS 16819:2018 / ISO 12100:2010
    (Safety of Machinery: General principles for design, risk assessment, and risk reduction)
  2. Type B Standards as specified in the Second Schedule
  3. Type C Standards as specified in the Third Schedule

If there is any difference between standards, Type C standards will take priority over Type A or Type B standards.

What is the date of implementation?

  • Date of notification: 28th August 2024
  • Date of enforcement: 28th August 2025

The Omnibus Technical Regulation Order will become mandatory after one year, i.e., from 28th August 2025.
