Issue Date: 10-11-2023

The Ministry of Environment, Forest and Climate Change (MoEFCC) has introduced the Water Purification System (Regulation of Use) Rules, 2023, to ensure proper management, storage, and utilization of rejected water and discarded elements from these systems. Published on November 10, 2023, the rules will come into effect on November 10, 2024. Key provisions include mandating a standard mark for all domestic water purification systems manufactured, imported, produced, or assembled after the rules commence, adhering to the Indian Standard IS:16240. Manufacturers are given one year from the publication date until November 10, 2024, to comply. Discarded elements will be regulated under the Plastic Waste Management Rules, 2016, E-Waste (Management) Rules, 2022, and Hazardous and Other Waste (Management and Transboundary Movement) Rules, 2016. Manufacturers must submit compliance reports to the State Pollution Control Board or Pollution Control Committee by November 30 of the following financial year. Users of commercial water purification systems must apply for authorization by May 10, 2024, and comply with the Water (Prevention and Control of Pollution) Act, 1974, and its rules. Additionally, water supply agencies and local bodies must inform consumers about water sources and quality, including total dissolved solids concentration, through billing instruments and public advertisements. Every domestic water purification system produced after the commencement of these rules must bear a conformance label meeting prescribed requirements. These regulations aim to enhance the efficiency and sustainability of water purification processes, ensure responsible waste management, and increase consumer awareness.
