Poly Vinyl Chloride (PVC) Homopolymers used earlier had no particular Quality Control Order that required BIS certification as a mandatory prerequisite. The Ministry of Chemicals and Fertilizers has now passed the Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Order, 2024, in the context of the Bureau of Indian Standards Act, 2016, to enhance the quality of products and protect the safety of people. This Order has been notified in the public interest, with the consultation of the Bureau of Indian Standards.

Products Involved

This QCO applies to:

Poly Vinyl Chloride (PVC) Homopolymers made, sold, or exported in India.

Exemption:

This Order applies not to PVC Homopolymers to be sold purely as exports.

Key Provisions of the Order

• PVC Homopolymers should be in line with Indian Standard IS 17658: 2021 Poly Vinyl Chloride (PVC) Homopolymers-Specification.
• Compulsory use of the BIS Standard Mark is mandated.
• BIS certification must be obtained under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
• The Bureau of Indian Standards is the certifying and enforcing authority.
• Non-compliance will attract penalties under the Bureau of Indian Standards Act, 2016.

What is the Date of Implementation?

The Order will come into force 180 days after the date of publication in the Official Gazette (i.e., from 26 February 2024).
