Quality Control Amendment Order-II 2023 for Automobile Wheel Rim Component

The Ministry of Heavy Industries has issued the "Automobile Wheel Rim Component (Quality Control) Amendment Order-II, 2023." This amendment, which takes effect from December 22, 2023, or the date of its publication in the Official Gazette, whichever is later, introduces changes to the existing regulations established in the Automobile Wheel Rim Component (Quality Control) Order of September 21, 2020.

The amended order applies to specific goods or articles detailed in the accompanying table, with several notable exceptions:

Automobile wheel rims intended for export are exempt from this order.

Up to five wheel rims per vehicle are exempt in accordance with Rule 126A of the Central Motor Vehicles Rules, 1989. This rule provides a relaxation from testing if the number of vehicles sold in India for a given base model and its variants is fewer than 250 in any consecutive six-month period.

Imports for Repairs or After-sales Service:

Up to 5,000 units of 4-Wheeler Automotive Wheel Rims (for 1,250 vehicles) per financial year per manufacturer.

Up to 24,000 units of 2-Wheeler Automotive Wheel Rims (for 12,000 vehicles) per financial year per manufacturer.

Imports for Research and Development (R&D):

Up to 10,000 units of 4-Wheeler Automotive Wheel Rims (for 2,500 vehicles) per financial year per manufacturer.

Up to 10,000 units of 2-Wheeler Automotive Wheel Rims (for 5,000 vehicles) per financial year per manufacturer.

Imports for Manufacturing:

Up to 50,000 units of 4-Wheeler Automotive Wheel Rims (for 10,000 vehicles) per financial year per manufacturer.

Up to 70,000 units of 2-Wheeler Automotive Wheel Rims (for 35,000 vehicles) per financial year per manufacturer, with the condition that no more than 25,000 units of one type are imported.

These amendments aim to streamline the regulatory framework while providing specific exemptions to facilitate repairs, after-sales services, R&D, and manufacturing needs.
