Introduction to the BIS QCO for Homopolymers

The Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) has issued a fresh amendment to the Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Order, 2024.

As per the original 2024 Order, BIS certification for PVC Homopolymers was scheduled to become mandatory from 24 December 2024.

Now, through the Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Amendment Order, 2025, the government has extended the enforcement timeline.

This amendment has been issued in public interest under the powers given by the Bureau of Indian Standards Act, 2016, after consultation with the Bureau of Indian Standards.

Key Changes You Should Know

1. The new Order will be called Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Amendment Order, 2025.
2. The only major change in this amendment is the implementation date.
3. This means mandatory BIS certification for PVC Homopolymers will now apply from December 2025 instead of December 2024.
4. The amendment has been published in the Official Gazette and is effective from the date of publication.

What is the Date of Implementation?

• Amendment Order issued on: 20 June 2025
• New mandatory BIS enforcement date: 24 December 2025

From this date onwards, PVC Homopolymers must comply with applicable BIS standards before being manufactured, imported, or sold in India.
