Introduction to the BIS QCO for PVC Homopolymers
The Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals), in the public interest and after consultation with the Bureau of Indian Standards (BIS), has earlier issued the Poly Vinyl Chloride (PVC) Homopolymers (Quality Control) Order, 2024 under the BIS Act, 2016.
The purpose of this order was to ensure that PVC Homopolymers sold in the Indian market meet defined quality standards. Under the original QCO:
- PVC Homopolymers were required to comply with IS 17658:2021.
- Products had to carry the ISI Mark under a BIS license.
- BIS was designated as the certifying as well as enforcing authority.
- Products that are manufactured only for export were kept outside the scope.
- Non-compliance could lead to penalties under the BIS Act, 2016.
Now, through a recent amendment issued on 23rd August 2024, the Government has extended the implementation timeline of this QCO, giving manufacturers additional time to comply.
Key changes you should know
- The PVC Homopolymers QCO was originally issued on 26th February 2024.
- It was scheduled to become mandatory after 180 days.
- This meant enforcement was to begin from 26th August 2024.
- A new amendment dated 23rd August 2024 has now been notified.
- The amendment extends the implementation date, allowing more preparation time for industry stakeholders.
What is the date of implementation?
- Earlier implementation date: 26th August 2024
- Revised implementation date: 24th December 2024
The PVC Homopolymers Quality Control Order will now be mandatory from 24th December 2024.
