Introduction to the BIS QCO Regarding Stainless Steel Pipes and Tubes
The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade, has issued a new Quality Control Order (QCO) for Stainless Steel Pipes and Tubes on 10th February 2025. This order has been issued under the Bureau of Indian Standards Act, 2016, after consultation with the Bureau of Indian Standards (BIS), in the interest of ensuring product quality, safety, and standardization in the Indian market.
- The order is titled the Stainless Steel Pipes and Tubes (Quality Control) Order, 2025, and applies to manufacturers, importers, and sellers of these products.
Key Changes of the QCO You Should Know
- Under this QCO,
- The specified goods must conform to the Indian Standards notified by BIS.
- Products must bear the BIS Standard Mark (ISI Mark) under Scheme-1 of Schedule-II of BIS (Conformity Assessment) Regulations, 2018.
- Products Covered under this QCO:
- Stainless Steel Seamless pipes and tubes for general service (IS 17875: 2022).
- Stainless Steel Welded pipes and tubes for general service (IS 17876: 2022).
Exemptions to this QCO:
- Goods manufactured domestically for export are exempt from this order.
- Manufacturers may import up to 500 kilograms per year for R&D purposes; such goods:
- Cannot be sold commercially
- May be disposed of as scrap
- Require year-wise record-keeping to be submitted to the Central Government
- Goods manufactured or imported before the commencement of this order by:
- A BIS-certified manufacturer or a manufacturer who has applied for certification may be sold, displayed, or offered for sale up to six months from the date of implementation (1st February 2025).
- A declaration must be made to BIS for such stock.
What is the Date of Implementation?
The Stainless Steel Pipes and Tubes (Quality Control) Order, 2025 comes into force from the date of its publication in the Official Gazette, i.e., 10th February 2025, with mandatory compliance effective from 1st August 2025.

Manufacturers, importers, and sellers of Stainless Steel Pipes and Tubes should:
- Confirm whether their products fall under the scope of this QCO
- Verify applicable Indian Standards (IS 17875:2022 for seamless, IS 17876:2022 for welded)
- Apply for BIS certification under Scheme-1
- Maintain records for any R&D imports
- Plan the transition for pre-existing stock in compliance with the six-month declaration rule
