BIS CRS Registration

Issue Date: 22-07-2026

Introduction to the BIS Migration to IS 62368

The Ministry of Electronics and Information Technology (MeitY) had earlier notified the migration from IS 13252 (Part 1):2010 and IS 616:2017 to the new safety standard IS/IEC 62368-1:2023 through a Gazette Notification that was dated 29 October 2025. In order to support manufacturers during this transition, MeitY also issued implementation guidelines as well as revised series guidelines for products that have been covered under the Compulsory Registration Scheme (CRS).

Recently, to address common industry concerns, the Bureau of Indian Standards (BIS) has now released a set of Frequently Asked Questions (FAQs) on 22 July 2026. These FAQs clarify quite important aspects of the migration process, including licence validity, testing requirements, application procedures, fees, renewals, and migration timelines.

What are the frequently asked questions to BIS on migration to IS/IEC 62368-1:2023?

To help manufacturers and licensees smoothly transition from IS 13252 (Part 1):2010 and IS 616:2017 to IS/IEC 62368-1:2023, the Bureau of Indian Standards (BIS) has issued a detailed set of Frequently Asked Questions (FAQs). These FAQs clarify licensing, migration, testing, renewals, fees, and compliance requirements during the transition period. Let us have a look at these in brief:

  1. Will my Licence Number (R-No.) change after migration?
No. Your existing BIS Licence Number (R-No.) will remain unchanged after successful migration to the new IS 62368.

  2. What happens if I have separate licences under IS 13252 and IS 616?
Each licence will continue separately after migration to the new IS. Every licence must be migrated individually.

  3. What Standard Mark should products display after migration?
Products must bear the BIS Standard Mark as prescribed under IS/IEC 62368-1:2023 and BIS regulations in order to stay compliant.

  4. Are BIS-recognized laboratories available for testing?
Yes. Manufacturers can select BIS-recognized laboratories through the BIS LIMS portal for testing their products.

  5. Can I renew my licence under the old standards?
Yes. Renewal under IS 13252 (Part 1):2010 and IS 616:2017 is allowed until 1 November 2028.

  6. Should new applications be submitted under IS/IEC 62368-1:2023?
BIS encourages new applications under the new standard. Moreover, after the transition period ends, all new applications must use IS/IEC 62368-1:2023.

  7. Can new models tested under the new standard be added to an existing licence?
Yes. New models that have been tested under the new standard can definitely be added to an existing licence if they meet the applicable BIS requirements.

  8. Is one representative sample enough for migration?
No. The test reports must be submitted for all applicable lead models that are identified under the revised series guidelines.

  9. What if my lead model has reached End-of-Life (EOL)?
The old lead model can be removed, and another suitable lead model from the same series can be selected if the previous lead model has reached EOL.

  10. Are separate test reports needed for different manufacturing locations?
Yes. Each manufacturing location requires its own test report because licences are location-specific, and this is a mandatory requirement for compliance.

  11. Are fresh test reports needed if other standards are affected?
If migration impacts compliance with other applicable standards or essential requirements, additional test reports may be required, subject to BIS technical discretion.

  12. Can components and finished products be tested simultaneously?
Yes. Parallel testing of components and finished products is permitted under BIS guidelines.

  13. Is there any migration fee?
No. There is no fee for migrating already registered models using the Standard Revision option.

  14. Can old standard-compliant critical components still be used?
No. Critical components must comply with IS/IEC 62368-1:2023 after migration to the new standard.

  15. Can a sample already carrying the BIS Standard Mark be tested?
Yes. Existing registered models may be tested. However, their registration status should be clearly declared to the testing laboratory.

  16. Can testing begin before filing the migration application?
Yes. Manufacturers may start testing under IS/IEC 62368-1:2023 before submitting the migration request to the BIS authorities.

  17. How should existing licensees apply for migration?
Migration applications should be submitted through the Standard Revision/Amendment option in the BIS CRS portal along with complete test reports for all applicable lead models.

What is the Date of Implementation?

  • Migration notification issued by MeitY: 29 October 2025
  • Implementation guidelines issued on: 9 March 2026
  • BIS FAQs issued on: 22 July 2026
  • Concurrent Running of Old and New Standards ends on: 1 November 2028

How is this update beneficial for the Industry

The FAQs proposed by the BIS help manufacturers by:

  • Getting utmost clarity on the complete migration process.
  • Eliminating confusion regarding licence numbers as well as renewals.
  • Confirming that no migration fee is payable for existing registered models.
  • Allowing early testing and parallel testing of components along with products.
  • Explaining how End-of-Life models and multiple licences should be handled in a compliant manner.
  • Helping businesses plan timely migration and avoid licence cancellation on time.

Now, What to Do?

Manufacturers whose products are covered under IS 13252 (Part 1):2010 or IS 616:2017 should begin preparing for migration well before the transition deadline. Here is what they must consider:

  • Identify all applicable lead models based on the revised series guidelines.
  • Initiate testing under IS/IEC 62368-1:2023 through BIS-recognized laboratories.
  • Submit migration applications through the BIS CRS portal using the Standard Revision option.
  • Complete migration before 1 November 2028 in order to avoid cancellation of licences or deletion of product models.
