BIS Quality Control Amendment Order 2024 for Copper

Introduction to the BIS QCO 2024 for Copper 

The Ministry of Mines, in exercise of the powers conferred under the Bureau of Indian Standards Act, 2016, had earlier notified the Copper (Quality Control) Order, 2023 on 31 August 2023 after consultation with the Bureau of Indian Standards (BIS). The 2023 Order brought Copper under mandatory BIS certification, requiring conformity to IS 191:2007 – Copper Specification and compulsory use of the Standard Mark under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

The original order was applicable to copper products manufactured or sold in India, excluding goods meant for export purposes. However, in order to provide clarity on the enforcement timeline and facilitate industry preparedness, the Ministry of Mines and the Bureau of Indian Standards (BIS) have now issued an amendment to the said order.

Key Changes You Need to Know

Through a Gazette Notification dated 03 May 2024, the Ministry of Mines has issued the Copper (Quality Control) Amendment Order, 2024, introducing the following key changes:

1. This Order will be called Copper (Quality Control) Amendment Order, 2024.
2. The amendment revises the commencement date of the Copper (Quality Control) Order, 2023.
3. All other provisions of the Copper (Quality Control) Order, 2023, remain absolutely unchanged.
4. Mandatory compliance with IS 191:2007 – Copper Specification continues as specified in the earlier Quality Control Order for Copper products.
5. Copper products must bear the ISI Mark under a BIS licence issued as per Scheme-I of Schedule-II, as per BIS guidelines.
6. Bureau of Indian Standards (BIS) remains the certifying and enforcing authority to ensure conformance with the prescribed guidelines.
7. Penal provisions under the Bureau of Indian Standards Act, 2016, continue to apply for non-compliance, if there is any. 

What is the Date of Implementation?

As per the Copper (Quality Control) Amendment Order, 2024, the revised enforcement date is 01 December 2024.

From this date onwards, the manufacture, sale, distribution, or import of Copper products without a valid BIS certification will be treated as a violation of the QCO.
