Introduction to the BIS QCO Regarding Hinges

The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade, has issued the Hinges (Quality Control) Order, 2025 in consultation with the Bureau of Indian Standards (BIS).

This order supersedes the previous Hinges (Quality Control) Order, 2024, and is intended to ensure the quality, safety, and standardization of hinges sold or imported in India. Manufacturers and importers are required to comply with the provisions of this QCO and use the BIS standard mark on their products.

Key Changes of the QCO You Should Know

As per the Hinges (Quality Control) Order, 2025:

  1. All hinges listed under the order must bear the BIS Standard Mark under Scheme-1.
  2. The scope of products has been updated to include the latest Indian Standards, such as Cabinet Hinges (IS 18297:2023).

These updates ensure manufacturers have clarity on compliance requirements, allowing them to plan production, inventory, and exports without risk of non-compliance.

Product Covered under this QCO

The following hinges must bear the BIS Standard Mark and conform to the respective Indian Standards:

  • Stainless Steel Butt Hinges – IS 12817:2020
  • Steel Butt Hinges – IS 1341:2018
  • Non-Ferrous Metal Butt Hinges – IS 205:1992
  • Tee and Strap Hinges – IS 206:2010
  • Parliament Hinges – IS 362:1991
  • Continuous (Piano) Hinges – IS 3818:1992
  • Steel Back Flap Hinges – IS 3843:1995
  • Double-Acting Spring Hinges – IS 453:1993
  • Cabinet Hinges – IS 18297:2023

Exemptions to this QCO

Certain hinges are exempted from this order:

  • Hinges manufactured domestically for export
  • Hinges imported for research and development, limited to 200 units per year, provided:
    • They are not sold commercially
    • They may be disposed of as scrap
    • The manufacturer maintains year-wise records and submits them to the Central Government

These exemptions allow manufacturers to carry out R&D and export operations without violating the QCO.

What is the Date of Implementation?

The Hinges (Quality Control) Order, 2025 comes into force from 1st July 2025. Manufacturers and importers should align their production, imports, and inventory planning to meet this timeline.

  • Ensure products meet the relevant Indian Standards listed above
  • Apply for BIS certification and use the standard mark under Scheme-1
  • Maintain proper records for any exempted R&D units
  • Plan production, imports, and inventory according to the implementation date
