TEC Certification

Issue Date: 26-06-2025

Introduction to the TEC Exemptions

The Department of Telecommunications (DoT), through the Telecommunication Engineering Centre (TEC), has issued a new notification dated 26 June 2025 regarding exemptions under MTCTE.

This update is in continuation of earlier letters dated 01 January 2025 and addendum dated 29 January 2025. Earlier, temporary exemptions were granted for the submission of certain test reports for specific parameters and interfaces under different Essential Requirements (ERs).

Now, TEC has extended and granted a generic exemption for several listed parameters and interfaces across multiple telecom product categories.

Key Changes You Should Know

TEC has extended exemption from submission of test reports for various parameters as well as interfaces related to multiple ERs under MTCTE.

The exemption applies to several product categories, including:

  1. Mobile Radio Trunking Systems
  2. Repeaters for Cellular Networks
  3. Precision Timing Protocol Equipment
  4. VHF/UHF Radio Systems
  5. Microwave Fixed Radio Systems
  6. ADSLx and VDSLx
  7. Optical Fibre and Optical Fibre Cable
  8. HF Radio Systems
  9. VSAT / Satellite Equipment
  10. NGSO Terminals
  11. 5G and NB-IoT related interfaces
  12. SHDSL Interfaces

For these listed parameters, test report submission is exempted.

The detailed list of parameters and standards is available in the official TEC notification.

What is the Date of Implementation?

  • Notification issued on: 26 June 2025
  • Exemption valid till: 31 December 2025 or until further orders

After this date, normal testing and document submission rules may apply until and unless TEC issues another extension.

Benefits of this Order for the Industry

  1. This is a major relief for telecom equipment manufacturers as well as importers.
  2. It reduces the immediate testing burden.
  3. It helps avoid certification delays under MTCTE.
  4. It lowers compliance costs in the short term.
  5. It supports faster product approvals as well as business market entry.
  6. For businesses dealing with multiple telecom products, this generic exemption simplifies the documentation process in a significant manner.

Now, What to Do?

If you are applying under MTCTE, the following are the important things that should be considered:

  • Check whether your product and its parameters are covered under this exemption.
  • Upload this exemption letter against the relevant parameters on the MTCTE portal.
  • Maintain internal compliance documents even if test reports are not required right now.
  • Plan for complete testing before 31 December 2025 in order to avoid a last-minute rush.
