TEC Certification
Issue Date: 07-07-2025
Introduction to the TEC Notification on Exemption from Security Certification
The National Centre for Communication Security (NCCS) under the Department of Telecommunications (DoT), Ministry of Communications, has recently issued a memorandum that extends the exemption from Security Certification for certain specified telecom products.
This notification continues earlier exemptions that have been granted via communications dated 29 November 2024 and 13 December 2024, which were valid until 31 May 2025.
Key Changes You Should Know
- The latest notification extends the exemption from mandatory security testing for specific cloud-based telecom equipment.
- Products Covered Under Exemption:
- Cloud-implemented IP Routers
- Wi-Fi CPEs (Customer Premises Equipment)
- Manufacturers as well as importers of these products are temporarily exempt from undergoing security certification/testing requirements under the applicable NCCS framework.
- No changes have been made to the technical standards themselves
- Only the exemption period has been extended.
What is the Date of Implementation?
- Earlier exemption validity: Up to 31 May 2025
- Revised exemption validity: 31 March 2026
- Effective from: 07 July 2025 (date of issuance of memorandum)
This means the exemption is now extended for an additional period, allowing stakeholders more time before mandatory compliance requirements may resume in the Indian market regulatory framework.
Now, What To Do?
Even though security certification is currently exempted, here’s what concerned businesses must follow:
- Stay updated on further NCCS or TEC notifications.
- Track internal compliance timelines in order to prepare for possible certification after 31 March 2026.
- Ensure that the documentation, as well as complete technical specifications, are maintained for future audit or testing requirements.
- Avoid assuming permanent exemption, since this is a time-bound regulatory relaxation and may be further clarified by the authorities.
Businesses dealing with cloud-based IP routers and Wi-Fi CPEs should plan compliance strategies in advance in order to avoid last-minute delays once the exemption period ends.
