Introduction to the BIS QCO for Aluminium and Aluminium Alloys
The BIS Quality Control Order (QCO) for Aluminium and Aluminium Alloys has been introduced in order to ensure that aluminium products used across industries meet uniform standards of quality, safety, as well as absolutely reliable performance. Aluminium and its alloys are widely used in construction, transportation, electrical applications, packaging, and engineering, where inconsistent quality can lead to various safety risks and product failure. By making compliance mandatory, this QCO was meant to protect consumers and industries and strengthen confidence in aluminium and aluminium alloy products that are manufactured or supplied in the Indian market.
However, the Ministry of Mines, Government of India, has recently withdrawn the Aluminium and Aluminium Alloys (Quality Control) Order, 2023, through Gazette Notification dated 13th November 2025. This withdrawal has been issued under Section 16 of the BIS Act, 2016, after consultation with the Bureau of Indian Standards (BIS).
The earlier notification dated 31st August 2023 now stands rescinded, except for actions already completed or initiated before this withdrawal.
Key Changes You Should Know
The latest notice of BIS withdrawal entails the following:
- Aluminium and Aluminium Alloys (Quality Control) Order, 2023 is revoked.
- All standards and mandatory requirements that were applicable under the 2023 QCO are no longer enforceable.
- The withdrawal has come into immediate effect from the date of publication.
As a result, aluminium producers, alloy manufacturers, processors, importers, and traders are no longer bound by compulsory BIS certification norms under this QCO.
What Does This Notification Mean for Businesses?
- The withdrawal shows that the obligatory condition of BIS Certification of aluminium and aluminium alloy products is eliminated.
- The manufacturers, importers, distributors, and traders are now able to produce, market, supply, or import aluminium and its alloy variants in India without the BIS licensing requirements.
- The step will ease compliance burden, facilitate smooth operations, and facilitate continuous trade within the steel and engineering industry.
It is Good News in the Industry!
The withdrawal of the BIS QCO of Aluminium and Aluminium Alloys provides numerous benefits:
- No compulsory BIS Certification:
Companies handling aluminium and alloy materials do not have to receive the BIS approval anymore. - Quality Standards not enforced:
The standards that were informed by the 2023 QCO are no longer obligatory to follow. - Reduced Regulatory Compliance:
The withdrawal removes the factory inspections, testing requirements, and license renewals. - Ease in Import and Trade:
Global suppliers are now able to sell aluminium-based products to importers without restrictions that were imposed on global suppliers by BIS. - Flexible Market Operations:
Industries are free in sourcing, production, and distribution, and voluntary checks of quality. - Existing Certified Stock:
BIS already bearing products can be sold, though no renewal is required in the future.
This withdrawal gets a lot of regulatory layers removed and promotes market conditions that are friendly to business.
