Introduction to the BIS QCO for Resin Treated Compressed Wood Laminates

Previously, the Resin Treated Compressed Wood Laminates (Quality Control) Order, 2023 was used to set the compulsory quality standards of resin-treated compressed wood laminates in India. As a form of public interest, the Government of India has since replaced the 2023 Order and has notified the Resin Treated Compressed Wood Laminates (Quality Control) Order, 2024 under the Bureau of Indian Standards Act, 2016.

The new Order supersedes the previous framework but maintains acts that had been taken under the replaced Order.

Products Involved

This QCO is applied to Resin Treated Compressed Wood Laminates (Compregs) that are used in:

• IS 3513 (Part 1):1989 for Resin-treated compressed wood laminates (compregs) - For electrical purposes
• IS 3513 (Part 2):1989 for Resin-treated compressed wood laminates (compregs) - For chemical purposes
• IS 3513 (Part 3):1989 for Resin-treated compressed wood laminates (compregs) - For general purposes

Exemption:

The goods produced in the country solely as an export are not subject to this Order.

Key Provisions of the Order

• It must comply with the relevant Indian Standards.
• The use of the ISI Mark is made compulsory by a valid BIS licence.
• BIS certification will be acquired pursuant to Scheme-I, Schedule-II of BIS (Conformity Assessment) Regulations, 2018.
• The certifying and enforcement authority is assigned to the Bureau of Indian Standards.
• Any breach of the Order will be treated by imposing punishment as stated in the Bureau of Indian Standards Act, 2016.

What is the Date of Implementation?

This QCO is gradually implemented depending on the size of the enterprise, given the definition in the MSME Development Act, 2006.

• In case of large and medium enterprises: The Order shall take effect on 14 January 2025.
• Sanctioned on small enterprises: The Order will enter into force on 14 April 2025.
• In case of micro enterprises: The Order will take effect on 14 July 2025.
