Introduction to the BIS Quality Control Order for Footwear Made from All Rubber and All Polymeric Material
The Footwear Made from All Rubber and All Polymeric Material and its Components (Quality Control) Order, 2024 was introduced by the Ministry of Commerce and Industry, through the Bureau of Indian Standards Act, 2016, in order to regulate the quality, safety, as well as performance of footwear manufactured or sold in India.
Under this QCO, manufacturers and importers of footwear made from all rubber and polymeric materials, along with their components, are required to comply with the applicable Indian Standards and obtain BIS certification. This ensures that all products meet prescribed quality benchmarks, prevent substandard footwear from reaching the Indian market, and also safeguard consumer safety.
Key Changes You Need to Know
- This Order will be called Footwear Made from All Rubber and All Polymeric Material and its Components (Quality Control) Order, 2024.
- The date of implementation for this Order is 1 August 2024.
- The order specifies mandatory BIS certification for all covered footwear products and identifies the Bureau of Indian Standards as the certifying and enforcing authority.
- All footwear products under this QCO must conform to the relevant Indian Standards and bear the ISI Mark, which is granted through a BIS license under Schedule II, Scheme-I of the BIS (Conformity Assessment) Regulations, 2018.
- Any non-compliance with the provisions of this QCO may attract penalties under the Bureau of Indian Standards Act, 2016.
What is the Date of Implementation?
As per the QCO, the order shall come into force with effect from 1 August 2024. Mandatory BIS certification and ISI marking requirements will apply to all applicable businesses from this date.
