Introduction to the BIS QCO Notification for extension of implementation date

Guidelines on the implementation of Amendment No.1 to the IS16415: 2015; Composite Cement were first issued by the Bureau of Indian Standards (BIS) through the CMD-III circular ref: CMD-III/16 dated 19 May 2023, with an initial implementation deadline of 09 August 2023. This was initially extended to 09 Feb 2024 in order to give stakeholders more time to be compliant. The competent authority has now extended the date of implementation of the Amendment No.1 to 09 Nov 2024 (according to the CMD-III circular dated 08 Feb 2024). This announcement will give enough time to manufacturers and licensees to meet the amended standards.

This applies not only to the Composite Cement products under IS 16415:2015. 

It is relevant for:

• Indian cement manufacturers of composite cement.
• Importers of composite cement products in India.
• The IS16415:2015 BIS licensed certification holders of IS.

Key Provisions of the QCO

• On 09 Aug 2023, Amendment No.1 was initially implemented and subsequently extended to 09 Feb 2024.
• Bearing in mind the representation of the stakeholders and the status of the implementation, the new extended deadline is 09 Nov 2024.
• All the terms and conditions in the CMD-III circular ref: CMD-III/16 dated 19 May 2023 are unchanged.
• All BIS Branch Offices (BOs) must promptly notify licensees and applicants of this new date and make them comply.

What is the Date of Implementation?

09 November 2024 is now the extended date of implementation.

The licensees and manufacturers should immediately assess their adherence to Amendment No.1 to IS 16415:2015 and make the relevant preparations to comply with the prolonged deadline of 09 November 2024.
