Flame-Producing Lighters Quality Control Order Notification for Micro and Small Enterprises

The Ministry of Commerce and Industry has issued the Flame-Producing Lighters (Quality Control) Order, 2023. This order will take effect six months from the date of notification, introducing specific compliance timelines for Small and Micro Enterprises as defined under the Micro, Small, and Medium Enterprises Development Act, 2006.

Small Enterprises: Must comply within nine months from the date of publication.

Micro Enterprises: Must comply within twelve months from the date of publication.

Products categorized as Flame-Producing Lighters are required to adhere to the standards specified in Indian Standard IS/ISO 22702: 2018 for Utility Lighters - Safety Specifications and IS/ISO 9994: 2018 for Lighters - Safety Specifications. These products must display the Standard Mark, which can be obtained through a license from the Bureau under Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Non-compliance with this order will result in penalties as per the Bureau of Indian Standards Act, 2016.

This order exempts goods that are:

Manufactured domestically for export.

Produced by enterprises registered under the "Udyam portal" of the Ministry of Micro, Small, and Medium Enterprises, provided these enterprises have:

An investment in plant and machinery or equipment not exceeding twenty-five lakh rupees.

A turnover not exceeding two crore rupees for the previous financial year, as certified by a Chartered Accountant.
