Issue Date: 03-06-2024

Introduction to the BIS QCO for Precision Roller and Bush Chains, Attachments, and Associated Chain Sprockets

The Ministry of Commerce and Industry has recently notified the Precision Roller and Bush Chains, Attachments, and Associated Chain Sprockets (Quality Control) Order, 2024, in order to ensure uniform quality, safety, as well as performance standards for transmission chain products that are used across industrial and mechanical applications. Given the essential role of these components in machinery, automotive systems, as well as various industrial equipment, mandatory quality control has been introduced in order to prevent substandard products from entering the Indian market.

This Order mandates compulsory BIS certification as well as compliance with the applicable Indian Standard before such products can be manufactured, sold, or imported for domestic use in India.

Key Changes You Need to Know

As per the Quality Control Order, here are the key changes that businesses must know:

  1. Mandatory compliance with IS 2403:2014 / ISO 606:2004 is important for legal eligibility.
  2. Products must bear the ISI Mark under a valid BIS licence to make them eligible for regulation in the Indian market.
  3. Certification is to be obtained under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
  4. Goods that are manufactured domestically for export are exempted from this Order.
  5. The Bureau of Indian Standards (BIS) is the certifying and enforcement authority for ensuring conformance with these Order regulations.
  6. Non-compliance will attract penalties under the BIS Act, 2016.

What is the Date of Implementation?

The compliance timelines for this Extension Order vary based on enterprise classification under the MSME Development Act, 2006:

  • General Enterprises (other than Micro and Small): 1 October 2024
  • Small Enterprises: 1 January 2025
  • Micro Enterprises: 1 April 2025

Entities must adhere strictly to the applicable implementation date in order to continue legal manufacturing or supply within India.

Now, What to Do?

Manufacturers as well as importers of Precision Roller and Bush Chains, Attachments, and Associated Chain Sprockets should immediately review product specifications, align manufacturing and testing processes with IS 2403:2014 / ISO 606:2004, and initiate BIS certification well in advance of their respective deadlines. Delays in testing, documentation, or factory audits can directly impact market access once the Order comes into force.
