BIS Extension Order for Polypropylene (PP) Material QCO

BIS ISI Certification

BIS ISI Certification

Issue Date: 23-08-2024

Introduction to the BIS QCO for PP Materials

The Ministry of Chemicals and Fertilizers, after consultation with the Bureau of Indian Standards (BIS), had previously issued the Polypropylene (PP) Materials for Moulding and Extrusion (Quality Control) Order, 2024 under the BIS Act, 2016.

This order was introduced to ensure that Polypropylene (PP) materials used for moulding and extrusion in India meet prescribed quality standards. As per the original QCO:

  • PP materials must comply with the relevant Indian Standard as notified.
  • The products must carry the Standard Mark (ISI Mark) under a BIS license.

Now, through a recent amendment issued on 23rd August 2024, the Government has extended the implementation timeline of this QCO, giving additional time to industry stakeholders in order to prepare for compliance.

Key changes you should know

  1. The PP Materials QCO was originally issued on 26th February 2024.
  2. It was scheduled to become mandatory after 180 days.
  3. This meant enforcement was to begin from 26th August 2024.
  4. A new amendment dated 23rd August 2024 has now been notified.
  5. The amendment extends the implementation date, allowing more time for testing and BIS certification.

What is the date of implementation?

  • Earlier implementation date: 26th August 2024
  • Revised implementation date: 24th December 2024

The Quality Control Order for Polypropylene (PP) Materials will now be mandatory from 24th December 2024.

Now, what to do?

Manufacturers, importers, as well as brand owners dealing with Polypropylene (PP) materials for moulding and extrusion should make full use of this extension period to complete compliance activities.

Key action steps that businesses must follow include:

  • Confirming whether your PP material falls under the scope of the QCO.
  • Identifying the applicable Indian Standard.
  • Initiating or completing product testing at BIS-recognized laboratories.
  • Applying for BIS certification under Scheme I.
  • Planning ISI marking well before the revised deadline.
  • Maintaining proper documentation for export-only production, if applicable.
