Introduction to the BIS Order for Beta Picoline, Sodium Tripolyphosphate & Pyridine
The Ministry of Chemicals and Fertilizers regulates important industrial chemicals through Quality Control Orders (QCOs) that have been issued under the Bureau of Indian Standards Act, 2016, in order to ensure product quality, safety, as well as standardisation across chemical supply chains. Chemicals such as Beta Picoline, Sodium Tripolyphosphate, and Pyridine are extensively used in pharmaceuticals, agrochemicals, detergents, and specialty chemical manufacturing, making regulatory oversight all the more essential.
These products were earlier brought under mandatory BIS certification through Quality Control Orders that were notified in 2020. In order to facilitate industry preparedness and ensure smooth compliance, the Ministry of Chemicals and Fertilizers has now issued an extension to the enforcement timelines of these orders.
Key Changes You Need to Know
For this notification, the Ministry of Chemicals and Fertilizers has issued an extension order through the Gazette Notification dated 05 March 2024, which extends the implementation timelines of the following:
- Beta Picoline (Quality Control) Order, 2020
- Sodium Tripolyphosphate (Quality Control) Order, 2020
- Pyridine (Quality Control) Order, 2020
Key implications of the extension include:
- The common enforcement date for all three chemical products has been revised.
- There is a continued requirement to comply with the applicable Indian Standards that have been notified under the respective QCOs.
- Mandatory BIS certification is essential and must be secured under Scheme-I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.
- The Bureau of Indian Standards remains the certifying and enforcing authority for ensuring conformance with the respective QCOs.
- Anyone who contravenes this Order shall be punishable under the provisions of the BIS Act 2016.
What is the Date of Implementation?
The revised enforcement date for Beta Picoline, Sodium Tripolyphosphate, and Pyridine is 13 March 2025.
Now, What to Do?
Manufacturers as well as importers of the notified chemicals should use this extended timeline to finalise BIS certification activities, including alignment of product specifications, completion of laboratory testing, and readiness for factory inspection. Reviewing compliance gaps at an early stage will help avoid operational hassles and unnecessary delays closer to the enforcement date.
