Introduction to the BIS QCO for Electrical Appliances 

In order to enhance consumer safety and regulate the quality of personal care electrical appliances in the Indian market, the Ministry of Commerce and Industry (DPIIT) has notified the Electrical Appliances for Skin or Hair Care (Quality Control) Order, 2023 under the Bureau of Indian Standards Act, 2016. This Order makes BIS certification mandatory for specified skin and hair care appliances sold in India.

Products Involved

This Quality Control Order covers:

• Electrical appliances for skin care and hair care: IS 302 (Part 2/Sec 23): 2009, including grooming and personal care devices intended for household and similar use.

Exemption:
Products manufactured domestically exclusively for export are not covered under this Order.

Key Provisions of the Order

• Covered products must comply with the relevant Indian Standard prescribed under the Order.
• Mandatory use of the ISI Mark is required before sale or distribution in the Indian market.
• BIS certification must be obtained under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
• The Bureau of Indian Standards is the designated certifying and enforcing authority.
• Non-compliance will attract penalties under the Bureau of Indian Standards Act, 2016.

What is the Date of Implementation?

The enforcement of this Order follows a phased timeline based on enterprise classification under the MSME Development Act, 2006.

• For large and medium enterprises: The Order comes into force 12 months from the date of publication in the Official Gazette.
• For small enterprises: The Order will be applicable 15 months from the date of publication.
• For micro enterprises: The Order shall come into force 18 months from the date of publication.
