Introduction to the BIS QCO for Furniture
The Furniture (Quality Control) Order, 2025 was introduced by the Department for Promotion of Industry and Internal Trade (DPIIT) in order to ensure that the furniture products being sold in India meet prescribed quality as well as safety standards. The Order made BIS certification mandatory for notified furniture products, helping improve product quality, consumer safety, as well as absolute standardization across the furniture industry.
Manufacturers and importers who are dealing with covered furniture products are mainly required to comply with the relevant Indian Standards and obtain BIS certification before selling them in India.
However, the government has now issued the Furniture (Quality Control) Second Amendment Order, 2026, on 2nd March 2026, introducing additional exemptions for certain imported consignments and purchase orders that have been placed before the implementation of the QCO.
Key Changes You Should Know
The amendment introduces two important exemptions as per this second amendment Order.
Exemption for goods that are already shipped
The QCO will not apply to imported furniture products where:
- The Bill of Lading shows that the goods were shipped before the implementation date of the Order.
- The Bill of Entry is filed within 180 days from the implementation date of the Order.
Exemption for pre-implementation purchase orders
The QCO will also not apply where:
- The purchase order was placed before the implementation date of the Order.
- The Bill of Lading and Bill of Entry are dated within 180 days from the date the Order came into force.
- The importer submits supporting documents to BIS, mainly including:
- Purchase Order
- Bill of Lading
- Bill of Entry
- Other relevant supporting documents
Document Submission Requirement
Importers who are availing this exemption must surely submit the required documents to BIS on their company letterhead, duly signed by an authorized signatory, within 7 days of clearance of the consignment.
What is the Date of Implementation?
The newly introduced exemptions become effective immediately upon publication of the amendment in the official gazette.
Benefits of this Order for the Businesses
This amendment provides significant relief to importers as well as businesses that had already committed to shipments before the implementation of the QCO.
Key benefits of this amendment basically include the following:
- Prevents disruption of goods that are already in transit.
- Protects businesses from unexpected compliance burdens on previously ordered products.
- Reduces financial losses that arise from inventory and shipping commitments.
- Provides an absolutely smoother transition into the mandatory BIS certification regime.
- Helps importers clear existing consignments without regulatory uncertainty.
- Supports continuity of furniture supply in the market.
Now, What to Do?
Importers as well as businesses that are dealing with furniture products should immediately review their shipment as well as procurement records. Here is what they are advised to do:
- Identify consignments that have been shipped before the implementation date.
- Verify purchase orders that qualify under the exemption.
- Maintain copies of Bills of Lading, Bills of Entry, and supporting documents.
- Ensure submission of required documents to BIS within the prescribed 7-day timeline.
- Begin BIS certification planning for future imports that will not qualify for these exemptions.
