Introduction to the BIS QCO for Ethylene Dichloride
The Ethylene Dichloride (Quality Control) Order, 2021, was issued by the Department of Chemicals and Petrochemicals under the Ministry of Chemicals and Fertilizers in order to mandate BIS certification for Ethylene Dichloride (EDC) that is being manufactured, imported, sold, or distributed in India.
The QCO ensures that all Ethylene Dichloride entering the Indian market conforms to prescribed Bureau of Indian Standards (BIS) specifications and bears the Standard Mark (ISI Mark).
Since its issuance in 2021, the Order has undergone multiple amendments. The present amendment further revises the enforcement timeline of the same.
Key Changes You Should Know
- In exercise of powers under Section 16 read with sub-section (3) of Section 25 of the Bureau of Indian Standards Act, 2016, the Central Government has issued the Ethylene Dichloride (Quality Control) Amendment Order, 2025.
- The amendment extends the date of implementation for the order now to the 12th day of September, 2026.
- No other provisions of the 2021 Order have been modified. All certification and compliance requirements remain unchanged and must be followed accordingly by concerned businesses.
What is the Date of Implementation?
- Original QCO Published: 13 September 2021
- Current Amendment Issued: 16 September 2025
- Revised Enforcement Date: 12 September 2026
This amendment effectively extends the implementation deadline, providing additional time for stakeholders to obtain BIS certification before the Order becomes mandatory.
What Should Businesses Do?
Manufacturers as well as importers of Ethylene Dichloride should:
- Initiate or complete BIS certification as per the applicable Indian Standard.
- Ensure testing is conducted through BIS-recognized laboratories.
- Apply for and obtain a BIS licence authorizing use of the Standard Mark.
- Align manufacturing, import, and quality control systems to meet compliance requirements before 12 September 2026.
- Keep checking further regulatory updates from the Ministry and BIS.
