BIS ISI Certification

Issue Date: 20-05-2025

Introduction to the BIS QCO for Electrical Appliances

The Department for Promotion of Industry and Internal Trade under the Ministry of Commerce and Industry has issued the Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2025.

This Order supersedes the earlier 2024 QCO and mandates compulsory BIS certification for electrical appliances used for commercial dispensing and vending purposes under IS 302 (Part 2/Sec 75): 2018.

The regulation has been issued in public interest under the Bureau of Indian Standards Act, 2016, after consultation with the Bureau of Indian Standards.

Key Changes You Should Know

  1. BIS Certification has now been made mandatory for the specified electrical appliances for commercial dispensing and vending.
  2. All electrical appliances for commercial dispensing and vending must:
    1. Conform to IS 302 (Part 2/Sec 75): 2018
    2. Bear the Standard Mark (ISI Mark)
    3. Be licensed under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
  3. The Bureau will act as the certifying and enforcement authority.

Exceptions to the QCO

This Order does not apply to:

  1. Goods manufactured domestically for export.
  2. Up to 50 units per year imported for research and development purposes, given that they are:
    1. Not being sold commercially
    2. Disposal only as scrap
    3. Maintenance of year-wise records
    4. Submission of records to authorities if required

Important Note

The latest version of the Indian Standard, including amendments notified by BIS, will apply from the date of such notification.

What is the Date of Implementation?

The Order comes into force on 1 October 2025, with staggered implementation timelines:

  • General enterprises (other than micro & small): 1 October 2025
  • Small enterprises: 1 January 2026
  • Micro enterprises: 1 April 2026

Now, What to Do?

If you manufacture or import commercial dispensing or vending appliances, there are certain things that must be done:

  • Verify product applicability under IS 302 (Part 2/Sec 75): 2018.
  • Conduct gap analysis against the standard’s safety requirements.
  • Initiate BIS Scheme-I certification (ISI Mark).
  • Arrange testing through BIS-recognized laboratories.
  • Prepare factory documentation for inspection readiness.
  • Plan certification timelines according to your enterprise category.

Since enforcement dates differ based on enterprise size, early action is critical to avoid supply disruption or penalties under the BIS Act, 2016.
