Introduction to the BIS Date Extension Order for Three Chemicals
The Ministry of Chemicals and Fertilizers, through the Department of Chemicals and Petrochemicals, has issued fresh amendment orders extending the implementation timeline of existing BIS Quality Control Orders for three chemical substances. These amendments have been notified under the Bureau of Indian Standards Act, 2016, after consultation with the Bureau of Indian Standards (BIS), to allow additional time for industry compliance.
The chemicals covered under this extension are:
- Ethylene Dichloride - IS 869:2020
- Vinyl Chloride Monomer - IS 17442:2020
- Polycarbonate - IS 14434:2023
Key Changes of the QCO You Should Know
As per the newly issued Quality Control Amendment Orders dated 11th March 2025, the enforcement timeline for all three chemicals has been revised.
- The amendment orders shall be known as:
- Ethylene Dichloride (Quality Control) Amendment Order, 2025
- Vinyl Chloride Monomer (Quality Control) Amendment Order, 2025
- Polycarbonate (Quality Control) Amendment Order, 2025
- Under these amendments, the earlier-notified implementation date has been substituted with a revised date, providing industries with additional preparation time to meet BIS requirements.
What is the Date of Implementation?
The implementation date for the BIS Quality Control Orders applicable to the above-mentioned chemicals has now been extended to 12th September 2025
This extension replaces the earlier enforcement date of 12th March 2025, as specified in the original Quality Control Orders.
All other provisions of the respective Quality Control Orders remain unchanged and shall continue to apply.
What Does This Extension Mean for Businesses?
The revised timeline offers chemical manufacturers, importers, and stakeholders additional time to align their products, testing procedures, and documentation with BIS standards. This extension helps businesses plan certification activities more effectively while ensuring uninterrupted production, import, and supply operations once the orders come into force.
Now, What to Do?
Businesses dealing with Ethylene Dichloride, Vinyl Chloride Monomer, and Polycarbonate should use this extended timeline to review applicable BIS standards, initiate or complete certification processes, coordinate testing, and ensure documentation readiness. Proactive compliance planning during this extended period will help avoid last-minute delays, non-compliance risks, or supply chain disruptions.
