Urgent BIS Notice for E-waste producers to fulfil EPR Obligation for financial year 2023-24 before 31st March 2024

Introduction to the E-Waste EPR Urgent BIS Notification

The Ministry of Environment, Forest and Climate Change (MoEF&CC) has given an urgent notice to E-waste producers to comply with their Extended Producer Responsibility (EPR) obligations in the financial year 2023-24. This declaration supports the binding aspect where producers must achieve their established EPR targets in the established regulation system within the outlined period.

Products Covered Under This Notification

This is to inform all manufacturers of E-waste falling under the E-Waste Management Rules, and to whom the EPR obligations are immediate in the financial year 2023-24. The coverage is of electrical and electronic equipment, where EPR targets have been assigned on the government portal.

Key Provisions of the QCO

• Every producer is expected to satisfy their EPR commitments by FY 2023-24.
• EPR compliance must be achieved by purchasing an equivalent quantity of EPR Certificates from registered recyclers.
• Producers are required to complete compliance strictly through the authorised EPR portal.
• Submission of Quarterly and Annual Returns on the portal is mandatory, in accordance with the timelines specified by MoEF&CC.
• Non-compliance may attract regulatory action under the applicable E-Waste Management Rules.

What is the Date of Implementation?

Timeframe of EPR completion: 31st March 2024.

Reporting (Quarterly and Annual) should be done within the following timelines: FY 2023-24.

The producers should promptly evaluate their impending obligation to purchase EPR Certificates in relation to FY 2023-24 and get EPR Certificates with authorised recyclers prior to 31 March 2024.
