EPR AuthorizationBIS QCO for Quarterly & Annual Returns Under E-waste Management Rules

EPR Authorization
Issue Date: 01-07-2024
Introduction to the E-Waste Compliance Update for Quarterly & Annual Returns Under E-Waste Management Rules
The Ministry of Environment, Forest and Climate Change (MoEF&CC) continuously reviews the implementation of the E-Waste (Management) Rules, 2022, to ensure effective compliance and smooth operation of the Extended Producer Responsibility (EPR) framework. Based on representations received from industry associations and feedback from the Central Pollution Control Board (CPCB), the Ministry has issued an important compliance relief for stakeholders.
Earlier, producers, recyclers, refurbishers, and manufacturers were required to file their quarterly and annual returns for FY 2023–24 by 30 June 2024. Recognising operational and technical challenges faced by stakeholders, the deadline has now been officially extended.
Key provisions for the Extension
The deadline extension has been granted considering the following factors:
- Recyclers are still entering production data required for EPR Certificate generation
- Stakeholders are adapting to new portal functionalities
- Issues related to data correction and system familiarity
- Requests and representations received from industry associations
- Recommendations and feedback from the Central Pollution Control Board (CPCB)
This extension aims to ensure accurate reporting and smooth implementation of the EPR framework.
EPR Certificate Generation During the Extended Period
During the extended timeline:
- EPR Certificate generation and transfer will continue to be enabled
- Activities will be facilitated through the EPR portal
- Compliance actions will remain aligned with the E-Waste (Management) Amendment Rules, 2024
Stakeholders are advised to utilise this period to complete data entry, verification, and return filing without delay.
What is the date of extension?
The Ministry has extended the deadline for:
- Quarterly Returns
- Annual Returns
Under the E-Waste (Management) Rules, 2022, for the Financial Year 2023–24.
Revised Compliance Deadline
- Original deadline: 30 June 2024
- Extended deadline: 31 August 2024
All eligible entities must complete filing of pending returns on or before the revised date.
Now, What to do?
All entities covered under the E-Waste (Management) Rules should:
- Complete quarterly and annual return filing for FY 2023–24
- Ensure accurate production and recycling data entry
- Generate and transfer EPR Certificates, where applicable
- Verify portal entries to avoid future discrepancies
- Avoid last-minute filings to prevent technical issues
Failure to comply within the extended deadline may attract regulatory action under the E-Waste Management framework.
