Introduction to the BIS Order for Online CCL Processing of Solar PV Modules

Previously, Solar PV Modules were required to be registered under mandatory BIS CRS by the Solar PV Modules Quality Control Order (QCO) of the Ministry of New and Renewable Energy (MNRE), and therefore, BIS registration and conformity to approved Critical Component Lists (CCL) were mandatory among manufacturers supplying to the Indian market.

Following this regulatory framework, the Bureau of Indian Standards (BIS) has now made a notification dated 11 June 2024, which provides the online processing of CCL updation requests of Solar PV Modules. This order should make compliance easy in cases where modifications in the Bill of Materials (BoM) take place without any alteration in the registered model number.

Key Provisions of the Order

• BIS has also facilitated online CCL updation on the CRS portal of Solar PV Modules.
• Manufacturers are allowed to file new test reports to make changes in the BoM, without changing the model number.
• The licensees are required to check the accuracy of model numbers prior to making the requests; any discrepancies should be notified to BIS in good time.
• The CCL updation requests shall be verified and accepted within 5 working days, provided the documentation is satisfactory and conforms.
• One-time relaxation has been provided on acceptance of test reports created on or after 15-02-2024, although the test report may be older than 90 days.
• The requests with regard to relaxation should be requested by email within 7 days of the circular with referent registration and test details.

What Is the Date of Implementation?

This comes into effect on 11 June 2024, and the updated CCL facility is already available on the BIS CRS portal.
