Introduction to the BIS QCO for Cotton Bales

The Ministry of Textiles, in the public interest and after consultation with the Bureau of Indian Standards (BIS), issued the Cotton Bales (Quality Control) Order, 2023 under the BIS Act, 2016.

This order was introduced to ensure that Cotton Bales supplied in the Indian market meet defined quality standards. As per the order:

  • Cotton Bales must comply with IS 12171:2019.
  • The products must carry the Standard Mark (ISI Mark) under a BIS license.
  • Certification and enforcement are handled by BIS, along with designated State Government authorities.

However, there has been a recent extension to the date of implementation provided by the BIS for cotton bales in the Indian market.

Key changes you should know

  1. The Cotton Bales QCO was earlier scheduled to become effective six months from its publication.
  2. The Ministry of Textiles has now issued an amendment on 13th August 2024.
  3. This amendment extends the implementation timeline, giving industry stakeholders more time to comply.
  4. The extension is aimed at helping manufacturers and traders align their processes with the required quality standards.

What is the date of implementation?

  • Earlier implementation timeline: 180 days from publication
  • Revised implementation date: 27th August 2025

The Cotton Bales Quality Control Order will now be mandatory from 27th August 2025.

Now, what to do?

Manufacturers, ginners, traders, as well as suppliers who are dealing with Cotton Bales should use this extended period in order to prepare for full compliance.

Key steps to take now:

  1. Ensure your Cotton Bales meet IS 12171:2019 requirements.
  2. Plan and initiate BIS certification under Scheme–II.
  3. Review quality control as well as the grading practices at your facilities.
  4. Maintain proper documentation, especially for export consignments claiming exemption.
  5. Set internal timelines well ahead of August 2025 in order to avoid last-minute compliance issues.
