Introduction to the BIS Guidelines for Revised LED Luminaire Standards

The Bureau of Indian Standards (BIS) establishes product safety as well as quality requirements for LED luminaires sold in the Indian market. These requirements help make sure that lighting products meet the applicable Indian Standards before they are supplied to consumers.

On 20 March 2026, BIS issued guidelines for implementing revised standards for various categories of LED luminaires under the IS 10322 series. These revisions cover products such as fixed general-purpose LED luminaires, recessed LED luminaires, streetlights, floodlights, hand lamps, lighting chains, and emergency lighting luminaires.

In order to give manufacturers additional time to prepare for the transition, BIS issued a new circular dated 31 July 2026, BIS Order 2026 for LED Luminaires, mainly extending the last date for the concurrent running of the existing and revised standards until 2 February 2027.

Key Changes You Should Know

The new BIS update for extension of LED luminaires basically extends the deadline for the concurrent running of the existing and revised standards for seven categories of LED luminaires. The other terms and conditions of the earlier circular dated 20 March 2026 remain unchanged.

The revised timeline mainly applies to the following product categories:

What Does Concurrent Running Mean?

Concurrent running basically means that the existing and revised standards can operate alongside each other during a specified transition period, subject to the applicable BIS guidelines.

For manufacturers, this period provides additional time to prepare their products, testing arrangements, and certification-related documentation for the revised standards.

Note: The latest BIS order 2026 for LED Luminaires extends the concurrent-running deadline to 2 February 2027. It does not state that the revised standards or other certification requirements have been withdrawn. All other terms and conditions of the circular dated 20 March 2026 remain unchanged.

What is the Date of Implementation?

The important dates under the latest BIS circular are as follows:

  • Earlier BIS Guidelines: 20 March 2026
  • Latest BIS Circular: 31 July 2026
  • Extended Last Date for Concurrent Running: 2 February 2027

The revised deadline basically gives manufacturers of the seven listed LED luminaire categories additional time in order to prepare for the transition from the existing Indian Standards to their revised versions.

Businesses should not wait until the deadline to begin preparations. They should review their existing BIS licences, identify the standards applicable to their products, and confirm the transition requirements that are actually relevant to their certification.

Benefits of This Order for the Industry

The BIS date extension 2026 for LED luminaires provides several benefits to concerned businesses such as:

1. More Time to Prepare Products

Manufacturers can review their existing LED luminaire designs and determine whether changes are needed in order to meet the revised standards.

2. Better Testing and Documentation Planning

Businesses can plan the required testing and prepare the technical documents that are actually needed for the transition. This can help reduce last-minute delays in the certification process.

3. Improved Production Planning

The extended timeline basically gives manufacturers more time to coordinate product development, manufacturing schedules, testing, and certification-related activities.

4. Support for Different LED Product Categories

Since the extension covers seven categories of LED luminaires, manufacturers who are dealing with multiple lighting products can plan their compliance activities according to the standards applicable to each category.

5. Reduced Risk of Last-Minute Compliance Problems

Businesses that start preparing early can identify potential gaps in product compliance and address them before the concurrent-running period ends.

Overall, the extension offers manufacturers an opportunity to plan the transition in a more effective manner while continuing to follow the applicable BIS requirements.

Now, What to Do?

Manufacturers who are dealing with LED luminaires that are covered under the latest BIS circular should use the extended timeline in order to review their current certification status and prepare for the revised standards. The following steps can help businesses plan their transition:

  • Identify the applicable standard: Check which part and section of the IS 10322 series applies to each LED luminaire model.
  • Review existing BIS licences: Check the standards mentioned in the current licence and identify the changes required under the revised standards.
  • Assess product compliance: Review product specifications and technical documents to identify any areas that may require attention.
  • Plan product testing: Coordinate with the appropriate laboratory to understand the testing requirements for the revised standard.
  • Prepare certification documents: Organise the technical information and supporting documents required for the applicable BIS transition process.
  • Track the revised deadline: Complete the necessary transition activities well before 2 February 2027.
  • Monitor further BIS updates: Keep track of additional circulars or instructions that may affect the implementation process.

Manufacturers should also verify the specific transition procedure that is applicable to their existing BIS licence rather than assuming that the extension automatically updates their certification status.
