TEC Certification

TEC Certification

Issue Date: 26-06-2025

Introduction to the TEC Requirements

The Department of Telecommunications (DoT), through the Telecommunication Engineering Centre (TEC), has issued a new clarification dated 26 June 2025 regarding certain document requirements under MTCTE for the PON (Passive Optical Network) family of broadband equipment.

This notification is in continuation of the earlier clarification that is dated 01 January 2025. In the previous update, temporary relaxation was given for submission of some test reports as well as self-declarations, which was valid till 30 June 2025.

Now, TEC has extended this relaxation and clearly mentioned what documents will be accepted for specific parameters under the Essential Requirements (ER).

Key Changes You Should Know

In this recent notification, TEC has extended relaxation for the following:

  • Protocol Test for any PON interface

Submission of test reports is exempted till 31 December 2025.

  • Automatic Laser Shut-Down (ALS) / Automatic Power Shut-Down (APSD)

Self-Declaration of Conformity (SDoC) by the Applicant/OEM is acceptable till 31 December 2025.

This means manufacturers do not need to submit full test reports for these parameters during this extended period.

What is the Date of Implementation?

  • Notification issued on: 26 June 2025
  • Relaxation valid till: 31 December 2025

After 31 December 2025, normal document submission requirements may apply unless further extended.

Benefits of this Order for the Industry

  • This extension gives relief to manufacturers as well as importers of PON broadband equipment.
  • It reduces immediate testing pressure.
  • It helps avoid delays in MTCTE certification.
  • It allows companies more time in order to complete formal testing.
  • It supports a smoother supply of broadband equipment in the Indian market.
  • Overall, it gives breathing space to businesses while maintaining regulatory control.

Now, What to Do?

If you are a manufacturer or importer of PON family broadband equipment:

  • Take advantage of the exemption period till 31 December 2025.
  • Prepare and maintain proper self-declaration documents for ALS/APSD.
  • Keep internal technical records ready for future compliance.
  • Plan in advance for full testing before the relaxation ends.

How Brand Liaison Can Help?

MTCTE documentation can sometimes be confusing, especially when exemptions and extensions are involved. Brand Liaison helps you clearly understand what is required now and what will be required later.

We assist in preparing correct self-declaration formats, reviewing technical documents before submission, and creating a proper compliance calendar so you are not caught off guard when the relaxation ends.
