TEC Certification
Issue Date: 11-06-2025
Introduction to the TEC Clarification for Test Reports Acceptance
The Telecommunication Engineering Centre (TEC), Department of Telecommunications, Government of India, has issued a clarification dated 11 June 2025 regarding the acceptance of test reports for Smart Electricity Meters under IS 16444.
This clarification is linked to the earlier TEC letter dated 28 October 2022 concerning acceptance of test reports from BIS recognized laboratories.
Now, TEC has clearly explained how test reports for EMI/EMC and Safety parameters will be treated, especially regarding the communication module details.
Key Changes You Should Know
TEC has divided the requirement based on the date of testing or submission for testing.
- For equipment tested or submitted on or before 12 June 2025, the following considerations have to be made:
- EMI/EMC and Safety test reports as per IS 16444 from BIS recognized labs will be accepted.
- The test report may mention only the communication module type (WAN/NAN with frequency).
- The model number/code of the communication module is not mandatory in the report.
- However, a self-declaration from the OEM must be submitted in order to confirm the model number/code of the communication module tested with the equipment.
- For equipment submitted for testing after 12 June 2025, here are the considerations to be followed:
- The model number/code of the communication module must be clearly mentioned in the EMI/EMC and Safety test reports.
- Without the model number/code, the report will not be accepted.
What is the Date of Implementation?
- Clarification issued on: 11 June 2025
- Cut-off date for old relaxation: 12 June 2025
From 13 June 2025 onwards, all newly submitted equipment must have communication module model number/code clearly mentioned in the test report.
Now, What to Do?
If you are a manufacturer or importer of Smart Electricity Meters, here’s what you should do:
- Check the date when your equipment was tested or submitted for testing.
- If submitted on or before 12 June 2025, ensure you submit the required OEM self-declaration.
- If submitted after 12 June 2025, confirm that the communication module model number/code is clearly mentioned in the EMI/EMC and Safety test report.
- Review your documents carefully before filing with TEC to avoid objections.
Brand Liaison reviews your test reports in detail, verifies whether they meet the updated TEC clarification, prepares accurate self-declarations where required, as well as ensures that all documentation is aligned before submission. We also coordinate with labs when corrections or clarifications are needed.
