TEC Certification

TEC Certification

Issue Date: 01-01-2025

Introduction to the Clauses in MTCTE Procedure

The Department of Telecommunications (DoT), under the Ministry of Communications, Government of India, has recently issued a notification amending certain clauses of the MTCTE Testing & Certification Procedure.

The MTCTE framework mainly governs the mandatory testing as well as certification of telecom equipment before its sale, import, or deployment in India. These amendments aim to provide greater clarity in model classification, particularly with respect to associated models and distinct product versions, and are applicable with immediate effect.

Key Changes You Should Know

The notification amends the definitions under Clause 2.1 of the MTCTE Procedure as follows:

Clause 2.1(iii) – Associated Model

  1. An “Associated Model” mainly refers to a telecom equipment model that:
    1. Has identical software to a tested as well as certified main model, and
    2. It is formed using the chassis/motherboard and cards/access ports of another tested as well as certified main model with the largest configuration.

Clause 2.1(xiv) – Model

  1. A “Model” means a specific hardware/software design or version of a telecom product or equipment.
  2. Each model must bear a unique model number.
  3. Any equipment differing in hardware, software, design, model, or version shall be treated as a separate model, requiring independent consideration under MTCTE.

What is the Date of Implementation?

  1. The amendments are effective immediately from 01st January 2025.
  2. These revised definitions mainly apply to:
    1. New MTCTE applications.
    2. Ongoing certification processes.
    3. Future model additions and associated model filings.

Benefits to Businesses of This Amendment

  1. Improved regulatory clarity on what qualifies as a new model versus an associated model.
  2. Reduced ambiguity during MTCTE application as well as model mapping.
  3. Better planning for product variants, upgrades, as well as configuration changes.
  4. Minimised risk of non-compliance due to incorrect model classification.
  5. Smoother interaction with TEC during testing, certification, and approval stages.

Now, What to Do?

Manufacturers, importers, as well as OEMs who are seeking certification under the MTCTE scheme of TEC should immediately review their existing as well as upcoming telecom equipment models in order to ensure proper classification in line with the amended definitions. Any variation in hardware, software, design, or version must be assessed carefully in order to determine whether a new certification is required.
