Introduction to the BIS BIS Concessions for Different Enterprises

The Bureau of Indian Standards (BIS) has recently issued a notification amending Scheme-X of Schedule-II under the BIS (Conformity Assessment) Regulations, 2018. This amendment revises the fee concession structure that was applicable to various categories of enterprises seeking certification under Scheme-X. The objective of this notification is mainly to ease the compliance cost burden and promote participation of MSMEs, start-ups, as well as women-led enterprises in the BIS certification framework.

The amendment is issued in continuation of the earlier BIS notification dated 24 May 2023 and substitutes specific provisions under Note 3 of the Scheme-X Schedule.

Key Highlights of the Notification

1. A general concession of 20% is applicable to micro, small, and medium enterprises.
2. Enhanced concessions, which are valid till 31 May 2026, which basically include:
   1. Micro enterprises: 80% fee concession
   2. Small enterprises: 50% fee concession
   3. Start-up enterprises: 80% fee concession
3. Women entrepreneur enterprises are eligible for an additional 10% concession, over and above the concession that is applicable to their enterprise category.
4. All concessions are carefully calculated with reference to the fees payable by large-scale enterprises.
5. These concessions apply to applications under Scheme-X of BIS certification.

What is the Date of Implementation?

• The amendment comes into force from 06 June 2024, i.e., the date of publication of the notification in the official gazette.
• The enhanced concessions for micro, small, start-up, and women entrepreneur enterprises shall remain valid up to 31 May 2026.

Enterprises applying under Scheme-X during this period can avail the revised fee concession benefits, which are mainly subject to eligibility as well as accurate documentation.
