Issue Date: 13-11-2025

Introduction to the BIS QCO for Refined Nickel

The BIS Quality Control Order (QCO) for Refined Nickel has been introduced to ensure consistent quality, purity, as well as absolute safety of refined nickel that is supplied in the Indian market. Refined nickel is a critical raw material used in stainless steel production, batteries, electroplating, alloys, and various industrial applications, where substandard quality can affect the performance and durability of end products.

However, recently, the Ministry of Mines, Government of India, has released a Gazette Notification on 13th November 2025, declaring the withdrawal of the Nickel (Quality Control) Order, 2023. This action has been taken under the relevant provisions of the BIS Act, 2016, after due consultation with the Bureau of Indian Standards. Through this notification, the earlier order issued dated 31st August 2023 stands revoked.

Key Changes You Should Know

The latest order specifies that:

  1. The Nickel (Quality Control) Order, 2023, is revoked.
  2. All mandatory certification and compliance directions issued through the 2023 Order no longer apply.
  3. The withdrawal is operational from the date of publication in the Gazette.

With this, producers, importers, traders, alloy manufacturers, and downstream industries using Nickel no longer fall under compulsory BIS licensing requirements for this material.

What Does This Notification Mean for Businesses?

  • The withdrawal removes all regulatory obligations tied to the earlier Nickel QCO.
  • Businesses may now manufacture, procure, distribute, or import Nickel and associated products without passing through BIS certification procedures.

This change is expected to smooth supply chains, reduce compliance-linked expenses, and improve operational agility for sectors dependent on Nickel.

It’s Good News for the Industry!

  • BIS License Is No Longer Mandatory
Entities handling Nickel products are no longer required to obtain or maintain BIS licenses.
  • Industry Operations Become Less Restrictive
No periodic audits, no mandatory testing cycles, and no certification renewals are required for Nickel-related activities.
  • Import Path Becomes Easier
Can now clear customs for Nickel without BIS-linked documentation delays.
  • Unrestricted Procurement Choices
Manufacturers and processors can now source Nickel grades, types, and forms entirely based on technical and commercial preference.
  • Previously Certified Inventory Can Still Be Sold
Stock already carrying a BIS Standard Mark remains valid for trade and distribution.
  • Reduced Compliance Burden for Companies
The decision removes frequent inspections, conformity checks, and legal obligations tied to compulsory BIS implementation.
