Introduction to the BIS QCO for Copper
The BIS Quality Control Order (QCO) for Copper has been introduced by the Government of India to ensure that copper and copper-based products that are manufactured or supplied in the Indian market meet prescribed quality, safety, as well as performance standards. Copper is a critical industrial metal used extensively in electrical wiring, electronics, construction, renewable energy, as well as various infrastructure projects, where sub-standard quality can lead to safety hazards, energy losses, and long-term reliability issues.
However, the Ministry of Mines, Government of India, has issued a Gazette Notification dated 13th November 2025, announcing the withdrawal of the Copper (Quality Control) Order, 2023.
This decision has been taken under the provisions of the BIS Act, 2016, after consultations with the Bureau of Indian Standards. With the release of this notification, the earlier dated 31st August 2023 ceases to have effect, except in cases where proceedings or actions have already commenced.
Key Changes You Should Know
As per the new notification:
- The previously notified Copper (Quality Control) Order, 2023, has been revoked.
- All mandatory BIS certification obligations prescribed under the 2023 Order are removed.
- The withdrawal is effective immediately from the date of publication in the Gazette.
Accordingly, manufacturers, refiners, industrial users, and importers of copper products are no longer bound by BIS licensing requirements that were earlier mandated under the QCO.
What Does This Notification Mean for Businesses?
- With the withdrawal, copper and copper-based products can now be manufactured, traded, supplied, or imported without undergoing any BIS approval process.
- This change significantly reduces compliance timelines, eliminates certification-related expenditure, and supports the smoother functioning of copper-based industries.
- The update is expected to improve supply chain agility and foster greater operational flexibility for businesses across the sector.
It’s Good News for the Industry!
- No BIS Licensing Formalities Required
Companies handling copper materials and finished goods are no longer required to apply for or maintain BIS certification. - All Previous Technical Mandates Stand Nullified
The technical standards and conformity requirements introduced in the 2023 QCO are no longer enforceable on any entity. - Operations Become Less restricted
Businesses can now continue production, sales, and distribution without undergoing periodic BIS evaluations or compliance checks. - Imports Face Fewer Procedural Barriers
Customs documentation becomes quicker as copper shipments are no longer tied to BIS-linked restrictions. - Greater Freedom in Material Selection
Manufacturers and processors can choose raw materials and suppliers solely based on commercial and technical preferences. - Existing Stock Remains Unaffected
Products previously marked with BIS certification can continue to circulate in the market without additional approvals. - Reduced Regulatory Load on Companies
The withdrawal offers relief from ongoing inspections, testing, renewals, and legal obligations related to compulsory BIS standards.
