Introduction to the BIS QCO for Self-Contained Drinking Water Cooler
The Ministry of Commerce and Industry, in exercise of powers conferred under the Bureau of Indian Standards Act, 2016, has issued a notification about the Self-Contained Drinking Water Cooler (Quality Control) Order, 2024. The objective of this Order is to ensure uniform quality, safety, as well as absolute standardisation of self-contained drinking water coolers manufactured, imported, or sold in India, in line with prescribed Indian Standards.
Key Changes You Should Know
- As per the Quality Control Order, self-contained drinking water coolers are required to conform to Indian Standard IS 1475 (Part 1):2001.
- These products must bear the Standard Mark (ISI Mark) under a valid licence that has been issued by the Bureau of Indian Standards (BIS) in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
- The Order exempts goods that are manufactured domestically for export.
- BIS has been designated as the certifying and enforcing authority, and any contravention of the Order will attract penalties under the Bureau of Indian Standards Act, 2016.
What is the Date of Implementation?
The implementation of the Order is based on enterprise classification under the Micro, Small, and Medium Enterprises Development Act, 2006, as follows:
- Enterprises other than Micro and Small Enterprises: 01 October 2024
- Small Enterprises: 01 January 2025
- Micro Enterprises: 01 April 2025
Compliance with the applicable Indian Standard and BIS certification requirements becomes mandatory from the respective dates.
Now, What to Do?
Manufacturers as well as importers of self-contained drinking water coolers should use the available transition period in order to prepare for compliance. This includes aligning product specifications with IS 1475 (Part 1):2001, completing testing at BIS-recognised laboratories, and applying for BIS certification under Scheme-I well in advance of the applicable enforcement date. Early assessment of documentation, testing readiness, as well as factory inspection preparedness will help avoid delays, supply disruptions, and regulatory penalties once the Order comes into force.
