Introduction to the BIS QCO for Woven Sacks
The Ministry of Chemicals and Fertilizers had earlier notified the Quality Control Order for Woven Sacks on 6th December 2023, making BIS certification mandatory for specific woven sack products that are used in cement packaging as well as logistics applications. This principal order was subsequently amended on 4th June 2024 and 13th September 2024 in order to revise compliance timelines.
On 6th December 2024, the Ministry issued the Quality Control Third Amendment Order, 2024, further extending the implementation timeline for three categories of woven sacks covered under specific Indian Standards, with the objective of providing additional time for industry readiness as well as smooth and unhindered compliance.

As per the Third Amendment Order:
- Mandatory BIS certification for the specified products in the notification has been deferred.
- The revised date of effect is 6th June 2025.
- All other provisions of the principal, as well as the earlier amendment orders, remain unchanged.
The amended Quality Control Order applies to the following products:
- HDPE / PP Woven Sacks for Packaging of 50 kg Cement (IS 11652:2017)
- PP Woven, Laminated, Block Bottom Valve Sacks for Packaging of 50 kg Cement (IS 16709:2017)
- PP / HDPE Laminated Woven Sacks for Mail Sorting, Storage, Transport, and Distribution (IS 17399:2020)
What is the Date of Implementation?
- Revised implementation date: 6th June 2025
- This date of implementation is applicable to all manufacturers as well as stakeholders who are dealing in the above-mentioned woven sack products.
