Introduction to the QCO 2024 for Wood Based Boards

The Ministry of Commerce and Industry, through the Bureau of Indian Standards (BIS), recurrently issues Quality Control Orders (QCOs under the Bureau of Indian Standards Act, 2016, in order to ensure consistent quality, safety, as well as performance of products that are used across industrial as well as consumer applications. Wood-based boards are widely used in furniture, construction, interior furnishing, and related sectors, making standardization all the more essential for durability, safety, as well as environmental compliance.

In order to regulate the quality of such products manufactured or sold in India, the Ministry of Commerce and Industry has notified a dedicated Quality Control Order, bringing Wood Based Boards under mandatory BIS certification before being regulated in the Indian market.

Key Changes You Need to Know

For this notification, the Ministry of Commerce and Industry has issued the Wood Based Boards (Quality Control) Order, 2024, through a notification dated 12 March 2024.

The key provisions of this order include:

  • Wood-based boards have to mandatorily comply to the applicable Indian Standards as specified by BIS.
  • Compulsory use of the Standard Mark (ISI Mark) under a valid BIS license is necessary for legal compliance.
  • Wood-based boards that are manufactured domestically for export purposes have been exempted from this Order.
  • The Bureau of Indian Standards is designated as the certifying and enforcing authority to maintain compliance with this Quality Control Order.

  1. General Enterprises: 11 February 2025
  2. Small Enterprises: 11 May 2025
  3. Micro Enterprises: 11 August 2025
