Quality Control Order 2023 for Helmets for Police Force, Civil Defence and Personal Protection

The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade, introduced the "Helmet for Police Force, Civil Defence, and Personal Protection (Quality Control) Order, 2023" on October 23, 2023. This regulation, set to come into force six months after its publication in the Official Gazette, mandates that all helmets for police force, civil defence, and personal protection must conform to specific Indian Standards. These include IS 2745:1983 for non-metal helmets for firemen and civil defence personnel, IS 2925:1984 for industrial safety helmets, and IS 9562:1980 for non-metal helmets for the police force. The helmets must display the ISI Mark, obtained under a license from the Bureau of Indian Standards, following Scheme-1 outlined in Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Goods manufactured domestically for export are exempt from this order. Micro enterprises are given a twelve-month compliance period from the publication date, while small enterprises have nine months to meet these standards. The BIS is designated as the certifying and enforcing authority, ensuring adherence to these regulations. Any violations of this order will be punishable under the provisions of the Bureau of Indian Standards Act, 2016. This regulation aims to uphold high-quality standards for helmets used by police forces, civil defence, and personal protection, ensuring their safety and reliability.
