BIS ISI Certification

Issue Date: 18-07-2024

Introduction to the BIS QCO for Polyester Continuous Filament Fully Drawn Yarn

The Ministry of Chemicals and Fertilizers had earlier notified the Polyester Continuous Filament Fully Drawn Yarn (Quality Control) Order in order to regulate the quality as well as safety of Polyester FDY sold in India.
Under this order, Polyester Continuous Filament Fully Drawn Yarn was mainly required to comply with the prescribed Indian Standard and carry the BIS Standard Mark (ISI Mark).

The order made it mandatory that:

  1. Polyester FDY must conform to IS 17261:2019.
  2. Products must be manufactured under a valid BIS license.
  3. The regulation applied only to goods that are meant for the domestic market, while exports were kept outside its scope.

In order to further clarify the scope of this regulation, the Ministry has now issued an Amendment Order in 2024.

Key Changes You Should Know

The Polyester Continuous Filament Fully Drawn Yarn (Quality Control) Amendment Order, 2024, published on 18 July 2024, introduces some important clarifications:

  • Low Melt Polyester Yarn has been excluded from the scope of the Quality Control Order.
  • The Quality Control requirements will not apply to Low Melt Polyester Yarn.
  • All other types of Polyester Continuous Filament Fully Drawn Yarn remain fully covered under the QCO.

This amendment helps remove confusion as well as quite clearly defines which products are regulated.

What Is the Date of Implementation?

  • The Amendment Order came into force on 18 July 2024.
  • It is effective immediately from the date of publication in the Official Gazette.

Note: There is no separate transition period mentioned for this amendment.

Now, What to Do?

Manufacturers, importers, as well as brand owners who are dealing in Polyester FDY should take the following steps:

  1. Review product specifications to confirm whether the yarn is Low Melt Polyester Yarn or not.
  2. If the product is Low Melt Polyester Yarn, BIS compliance under this QCO is not required.
  3. If the product is regular Polyester FDY, ensure:
    1. Compliance with IS 17261:2019
    2. Valid BIS Scheme-I license
    3. Proper use of the ISI Mark
  4. Maintain clear product classification as well as documentation in order to avoid compliance issues.
