BIS QCO Amendment Order 2024 for Methyl Acrylate, Ethyl Acrylate, and Vinyl Acetate Monomer

BIS ISI Certification

BIS ISI Certification

Issue Date: 27-02-2024

Introduction to the BIS QCO amendment order

The Methyl Acrylate, Ethyl Acrylate (Quality Control) Order, 2021, previously required BIS certification and the use of a compulsory ISI Mark on Methyl Acrylate and Ethyl Acrylate. This order was later amended several times on 22 December 2021, and it is the principal order.

The Ministry of Chemicals and Fertilizers has now issued the Methyl Acrylate, Ethyl Acrylate (Quality Control) Amendment Order, 2024, which supplements the previous Order of 2021 with a later effective date, following consultation with the Bureau of Indian Standards.

Products involved in this amendment order

This amendment applies to:

  1. Methyl Acrylate
  2. Ethyl Acrylate

Key Provisions of the Order

  • The amendment replaces sub-paragraph (2) of paragraph 1 of the first Order.
  • Such mandatory adherence to the relevant Indian Standards does not change.
  • It is still mandatory to use the ISI Mark on a valid BIS licence.
  • BIS certification will be awarded based on Scheme-I under Schedule-II of BIS (Conformity Assessment) Regulations, 2018.
  • The certifying and enforcing authority is still the Bureau of Indian Standards.

What is the Date of Implementation?

  • The revised Order changes the timeframe of the mandatory BIS compliance.
  • Methyl Acrylate and Ethyl Acrylate shall now have their Quality Control provisions, which shall come into force on 31 March 2025.

Now, What to Do?

The increased time taken to complete BIS certification and to fully comply with it must be used by the manufacturers and suppliers of Methyl Acrylate and Ethyl Acrylate before the revised implementation date.
