Introduction to the Agro Textiles (Quality Control) Order, 2023

The Agro Textiles (Quality Control) Order, 2023 has been issued by the Central Government under the Bureau of Indian Standards Act, 2016, in order to ensure quality as well as standardization of specified agro textile products in India. This order was effective from 1st April 2024. The Order mandates that the listed agro textile goods must conform to the applicable Indian Standards and carry the BIS Standard Mark under Scheme-I of the BIS Conformity Assessment Regulations, 2018. 

However, the BIS has recently made certain changes to the BIS Agro Textiles QCO 2023. 

Key Changes You Need To Know

In accordance with the powers of the authorities and in consultation with the Bureau of Indian Standards, the Ministry of Textiles has amended the Agro Textiles (Quality Control) Order 2023. 

  1. It will be called Agro Textiles (Quality Control) Amendment Order, 2024.
  2. It will come into effect from the date of publication in the official gazette.
  3. This order shall come into force on the 1st July 2024.

What is the Date of Implementation? 

The new date of implementation for this Quality Control Order regarding Agro Textiles is 1st July 2024. The Businesses involved in dealing with the specified agro textiles have to ensure compliance with the BIS regulations by the given new date of implementation for the same.

With the revised implementation timeline under the Agro Textiles (Quality Control) Amendment Order, 2024, businesses should take timely action to ensure uninterrupted market access as well as regulatory compliance. In order to stay compliant and avoid penalties, manufacturers and importers are advised to:

  • Identify whether their agro textile products fall under the scope of the amended Agro Textiles QCO, 2023.
  • Ensure products are tested as per the applicable Indian Standards.
  • Prepare and maintain complete technical documentation, including test reports, product specifications, as well as quality control records.
  • Update manufacturing, labeling, and packaging practices in order to include the BIS Standard Mark as mandated.
  • Monitor further notifications or clarifications issued by the Ministry of Textiles and BIS before the 1st July 2024 enforcement date.
