Introduction to the BIS QCO for Polycarbonate
The Polycarbonate (Quality Control) Order, 2021 was originally notified by the Ministry of Chemicals and Fertilizers on 13th September 2021, after careful consultation with the Bureau of Indian Standards (BIS), under the provisions of the BIS Act, 2016.
The objective of this Quality Control Order is basically to ensure that polycarbonate moulding as well as the extrusion materials that are being supplied in the Indian market meet prescribed quality and performance standards. Under the original QCO:
- Polycarbonate products must conform to IS 14434:1998.
- Products are required to bear the Standard Mark (ISI Mark) under a BIS license.
- BIS certification is to be obtained as per Scheme–I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.
- Goods that are meant exclusively for export purposes are exempt from this Order.
However, over time, the Government has issued amendments in order to provide the industry with additional time for implementation.
Key changes you should know
- An earlier Quality Control Amendment Order dated 6th March 2024 had revised the enforcement timeline.
- As per that amendment, the Polycarbonate QCO was scheduled to come into force on 12th September 2024.
- However, a further amendment has now been notified on 17th September 2024.
- This latest amendment extends the implementation date once again, offering additional time to comply.
- The extension aims to facilitate smoother adoption of mandatory BIS certification by manufacturers and importers.
What is the date of implementation?
- Earlier implementation date: 12th September 2024
- Revised implementation date: 12th March 2025.
Accordingly, the Polycarbonate (Quality Control) Order will now become mandatory from 12th March 2025.
