BIS ISI Certification

Issue Date: 28-05-2024

Introduction to the Order for Refillable Seamless Steel Gas Cylinders

The Central Marks Department–III (CMD-III) of the Bureau of Indian Standards has issued a circular which is extending the implementation timeline of Amendment No. 1 to IS 7285 (Part 2):2017, which mainly specifies requirements for Refillable Seamless Steel Gas Cylinders – Quenched and Tempered Steel Cylinders with tensile strength less than 1100 MPa (112 kgf/mm²).
This standard plays quite an important role in ensuring the safety, reliability, as well as performance of gas cylinders that are used across industrial and commercial applications.

Key Changes You Need to Know

Amendment No. 1 to IS 7285 (Part 2):2017 was originally published in June 2021, with implementation guidelines circulated in July 2021. The initial implementation deadline of 02 June 2023 was first extended to 02 June 2024.
Based on representations from manufacturers as well as users who were citing implementation challenges, the Competent Authority has now approved a further extension.

Key points of the extension include:

  1. Continued concurrent running of IS 7285 (Part 2):2017 with and without Amendment No. 1.
  2. There is no change in other implementation guidelines that have been issued earlier.
  3. All BIS Branch Offices are instructed to inform licensees and applicants within their jurisdiction regarding this new extension.

Benefits of this New Extension for Businesses

This extension offers significant operational as well as compliance-related benefits to both manufacturers and license holders.

  1. The additional time allows businesses to plan investments, upgrade manufacturing infrastructure, and smoothly as well as quite efficiently align internal quality control systems without facing any disruptions in production.
  2. It also helps manufacturers clear existing inventories that have been manufactured under the earlier standard, manage continuity of the supply chain, and efficiently avoid sudden certification or inspection bottlenecks.
  3. For small as well as mid-sized manufacturers in particular, the extension reduces immediate compliance pressure.
  4. This new extension helps by enabling a more structured as well as completely cost-effective transition to the amended requirements.

What is the Date of Implementation?

The revised and final deadline for implementation of Amendment No. 1 to IS 7285 (Part 2):2017 is 02 June 2025.

Compliance with the amended standard becomes mandatory from this date, or else there will be fines as well as legal hindrances for businesses aiming to operate smoothly in the market.

Now, What to Do?

Manufacturers, licensees, as well as applicants dealing with refillable seamless steel gas cylinders should use this extended period in order to fully align their products, testing procedures, as well as quality systems with Amendment No. 1 to IS 7285 (Part 2):2017. This includes reviewing design changes, ensuring market and regulatory compliance through testing, and updating manufacturing as well as inspection processes. Early preparation will help ensure a seamless transition, avoid last-minute certification hurdles, and maintain uninterrupted BIS licence validity once the amendment becomes mandatory in the Indian market.
