The Polyurethanes (Quality Control) Order, 2021 was originally issued by the Ministry of Chemicals and Fertilizers on 13th September 2021, in consultation with the Bureau of Indian Standards (BIS), with the objective of ensuring quality, safety, as well as absolute standardisation of polyurethane products used or sold in India.
Under this Order, all goods or articles made of Polyurethanes are required to conform to the prescribed Indian Standard, namely IS 17397 (Part 1): 2020 or the equivalent international standard ISO 16365-1:2014, and must bear the ISI Mark under a valid BIS license. BIS acts as the certifying and enforcing authority, while goods that are manufactured exclusively for export purposes remain exempt from these requirements.
Subsequently, on 6th March 2024, the Ministry issued Quality Control Orders covering P-Xylene and Polyurethanes, fixing a common implementation timeline.
Now, a fresh amendment has been issued to extend the compliance deadline.
The Quality Control requirements for P-Xylene & Polyurethanes will now become mandatory from 19th March 2025.
Manufacturers, importers, as well as brand owners who are dealing with P-Xylene and Polyurethanes should use this extended timeline to complete their compliance preparations.
